학대는 사회복지영역보다는 사법기관을 중심으로 해결되어야 하는 사회문제이다. 그러나 사회적 약자에 대한 학대예방과 대응방식은 사회복지의 실천적 영역이기도 하다. 현재 사회적 약자에 대한 학대문제는 사회복지적 접근이 가능할 수 있는 제도적 장치를 마련하였고, 이는 관계법규를 통해서 보장되었다. 하지만 전반적으로 학대에 대한 인식이 부족하다. 또 학대를 인권이나 생존권차원의 문제로 보거나, 즉각적으로 위기개입을 할 필요가 있다는 의식은 낮은 것 같다. 따라서 법규의 미비한 내용을 보완하고 실천현장의 문제점을 개선하여 장애인과 아동 및 노인의 학대예방을 통해 이들의 인권이 존중되고 인간다운 삶이 보장되어야 할 것이다. 또한 신문, 방송 및 사회적 관계망(Social Network Service) 등을 통하여 학대의 심각성을 인식시키고 이에 대한 적절한 대처방안을 마련하는데 시민들이 동참할 수 있도록 하여야 한다. 결과적으로 학대문제는 피해자, 가해자, 가정환경 및 사회문화적 측면 등 다양한 요소들의 상호작용 속에서 발생한다. 이와 관련하여 다각적인 접근을 통해 문제를 예방하고 해결할 수 있어야 한다.

Abuse is a social problem that needs to be addressed by law enforcement rather than social welfare. However, the prevention and response of abuse to the socially underprivileged are also practical areas of social welfare. At present, the problem of abuse of the socially underprivileged provided an institutional mechanism for social welfare access, which was ensured through related laws. But overall there is a lack of awareness of abuse. It is also low to see abuse as a matter of human rights or survival rights, or the need for immediate intervention. Therefore, the human rights of people with disabilities, children and the elderly should be respected and human life should be guaranteed by supplementing the incomplete contents of the regulations and improving problems in the practice field. In addition, newspapers, broadcasting and social network services should be used to recognize the seriousness of abuse and to help citizens participate in developing appropriate responses. As a result, abuse problems arise from the interaction of various factors, including victims, perpetrators, family environment and sociocultural aspects. In this regard, a multi-faceted approach should be available to prevent and solve problems.
