폴란드의 대(對)중유럽 외교 정책 변동 연구

A Study on the Variance of Poland’s Foreign Policy towards Central Europe

2018년은 폴란드가 잃어버린 독립을 되찾은 지 백주년이 되는 해다. 본 논문은 독립과 주권 그리고 안보를 보장받기 위해 폴란드가 중유럽을 무대로 펼친 외교 정책을 분석하고자 한다. 특히나 중유럽에서의 지역 협력과 공조를 위해 폴란드 정부가 시작했거나 공동 발의한 개념에 많은 부분을 할애했다. 1918년부터 1939년 사이 전간기에 폴란드가 창안하고 시도한 연합국 창설이나 해간 동맹이 바로 이것이다. 당시 중유럽 국경선 문제가 이런 계획이 실패한 주된 원인으로 작용했다. 폴란드가 소비에트 블록의 일원이던 냉전 기간 중유럽 각국은 독자적인 정책을 펼 수 없었으며 자율적인 정치 공동체도 존재할 수 없었다. 1989년 체제 전환과 함께 중유럽 각국이 지역 협력체나 공동체를 조직하고 발전시키는데 관심을 보이기 시작했다. 그 결과 전과 다른 새로운 중유럽이 탄생하며 다수의 지역 조직체가 등장하기 시작했다. 북대서양조약기구로의 가입이나 유럽연합과의 통합에 대한 열망 정도가 중유럽 각국이 상호 간에 협력하거나 아니면 그 반대로 행동하는가를 결정지었다. 2015년 폴란드에서 정권이 바뀌면서 외교 정책에 급격한 변동이 찾아왔다. 중유럽 지역 협력 특히나 비셰그라드 그룹과의 공조가 폴란드 외교 정책에서 최대 목표 중의 하나로 자리매김하게 됐다. 이외에도 전간기에 등장했던 해간 동맹에 근원을 두는 삼해 동맹을 결성하자는 움직임도 시작됐다.

The year of 2018 marks the 100th anniversary of Poland’s independence. This article was intended to examine this period from the foreign policy’s perspective at the 100th anniversary of Poland’s sovereignty. It comprises a analysis of Polish foreign policy in Central Europe to ensure independence, sovereignty and security. Particular attention is paid to the concepts originated and co-sponsored by Polish government, with a view to developing firm regional cooperation. In the interwar period, these were the projects originally developed by Poland, focused on setting up a federation and the Intermarium. During the Cold War period and Poland’s membership in the Eastern Bloc, Poland as a state was effectively stripped of any chances to pursue an active and independent foreign policy. After transformation in 1989, Central Europe was interested in developing regional structures and enhancing regional cooperation. As a result, a new Central Europe is born and so did a number of regional organizations. Following the change of Polish government in 2015, changes in foreign policy have come rapidly. Regional cooperation in Central Europe, especially within the fold of Visegrad Group, has become one of the key objectives. Besides, the Three Seas Initiative was launched as a new political project, rooted in interwar concept of Intermarium.(Hankuk University of Foreign Studies)
