익산 쌍릉의 세계유산 추가등재 전략

Strategies for additional nomination of Iksan Twin Tombs to the World Heritage - in comparison with the Japanese case

2015년 7월 공주의 공산성·송산리 고분군, 부여의 관북리유적과 부소산성·정림사지·능산리 고분군·나성, 익산의 왕궁리유적·미륵사지, 총 8개의 유산으로 구성된 ‘백제역사유적지구’가 세계유산에 등재되었다. 한국에서는 12번째 세계유산이며, 백제의 문화유산 중에서는 처음으로 등재된 세계유산이다. 그러나 백제 무왕과 왕비의 무덤으로 추정되어 온 익산의 쌍릉이 제외되었다는 점에 있어서는 많은 아쉬움이 남는다. 한국과 역사·문화적으로 밀접한 일본의 세계유산은 ‘이와미 은광과 문화적 경관’과 ‘기이 산지의 영지와 참배길’이 등재범위의 경미한 변경으로 추가등재에 성공하였고, ‘히라이즈미-불국토를 구현한 건축·정원 및 고고학적 유적군’처럼 등재범위의 중대한 변경으로 추가등재를 추진하고 있는 세계유산도 존재한다. 일본의 사례를 참고하면, 쌍릉은 기존의 백제역사유적지구에 ‘등재범위의 경미한 변경’, ‘등재범위의 중대한 변경’, ‘등재명칭 변경’ 등의 방법으로 추가될 수 있다. 그러나 경미한 변경의 대부분 사례는 이미 등재된 세계유산의 완충지대 등을 확장하는 경우이다. 따라서 새로운 유산을 추가하는 쌍릉의 경우는 경미한 변경보다 중대한 변경에 해당될 가능성이 높다. 이와 같은 경우 세계유산 운영지침 제165조에 따라 신규등재와 동일한 절차를 밝아야 한다. 그렇다면 쌍릉만이 아니라 세계유산 등재 시에 제외된 다른 유적들과 함께 추가등재함으로써 백제역사유적지구의 완전성과 진정성을 더욱 높이는 것이 가장 바람직한 방법이라고 판단된다.

In July 2015, the Baekje Historic Areas were listed in the World Heritage site. The Baekje Historic Areas consist of eight heritage sites: the Gongsanseong fortress and the royal tombs at Songsan-ri in Gongju, and the Busosanseong fortress and Gwanbuk-ri Administrative buildings, the Jeongnimsa Temple, the royal tombs in Neungsan-ri and the Naseong city wall in Buyeo, and the Wanggungni Historic Site and Mireuksa Temple Site in Iksan. It was the 12th nomination in Korea and the first among the cultural heritages of Baekje to the World Heritage site. However, it was very unfortunate that the Iksan Twin Tombs, which is presumed to be tombs of King Mu and his queen, was not included in the list. There are similar examples of additional nomination to the World Heritage site in Japan, which has similar historic, cultural background to Korea. Iwami Ginzan Silver Mine and its Cultural Landscape were successfully nominated through minor modifications to the boundaries. Hiraizumi Temples, Gardens and Archaeological Sites Representing the Buddhist Pure is in process for additional nomination through significant modification of the boundaries. According to the cases in Japan, there are possible ways to add the Twin Tombs to the existing Baekje Historic Areas through minor and significant modification of the boundaries and modification of the title, and others. In most cases of minor modification of the boundaries, however, it is about the buffer zone expansion of the existing World Heritage site. So, there is a high possibility that the Twin Tombs is subject to major modification rather than minor modification. If so, according to the Operational Guideline of the World Heritage, the Twin Tombs must follow the same process as a new nomination. In that case, it is advisable to nominate not just the Twin Tombs, but additional nomination with other historic sites included, which were ruled out when the Baekje Historic Areas was nominated, to raise the integrity and authenticity of the Baekje Historic Areas.
