The purpose of this paper is to analyze the perceptions of teachers and parents regarding the qualities of elementary English teachers in order to investigate whether there exist any similarities and differences in their perceptions. To explore this, the questionnaire was designed to include four major aspects of teacher qualities such as knowledge, function, attitude, and personality, and was responded by 123 elementary English teachers and 201 parents in Seoul. The findings of the study showed that elementary English teachers considered all of the four aspects of teacher qualities important; meanwhile, parents deemed the aspect of personalities most important. This confirmed that parents put more attention on the relationships between teachers and students than teacher’s pedagogical skills. In addition, there was a significant difference in the perception between teachers and parents regarding the priorities of teacher qualities. Teachers considered pedagogical knowledge and skills more important, whereas parents believed elementary English teachers’ speaking abilities and knowledge about English linguistics. Based on the understanding of the perceptions regarding elementary English teachers’ qualities, this study would provide meaningful insights into the essential teacher qualities they should be equipped with for better elementary English education.
