부산 수산가공식품의 수출활성화를 위한 식품안전관리제도의 조화방안에 대한 연구

A Study on Harmonization of Food Safety Management System for Activating Trade of Processed Seafoods in Busan

최근 해양 및 수산은 경제적인 중요성과 함께 지역혁신의 성장 동력으로서 국가정책의 주요 의제로 다시 논의되고 있다. 이로 인해 기초지방자치단체는 해양수산에서 지역의 미래성장동력을 찾는 적극적인 노력을 지속하고 있으며 낙후된 노동집약적 해양수산 산업을 지식, 기술집약적 해양수산 사업으로 전환해 지역 일자리 창출, 해양수산산업의 활성화를 위한 정책들을 수립하고 있다. 본 연구에서는 식품안전규정에 대한 종합적인 비교연구를 통해 실무적인 부분을 고려한 연구 자료를 제시하고자 한다. 이를 위해 주요국의 식품안전규정을 분석하고 법적 특성과 그 기반이 되는 적용 원칙을 살펴보고 조화요소를 도출하고자 한다. 또한 최신의 지역무역협정을 살펴봄으로써 식품안전규정의 국제적인 흐름을 예상해 보고자 한다. 이를 통해 식품안전과 관련된 수산식품의 국제화를 위한 시사점을 제시하고자 한다. 이는 수산식품 및 가공식품관련 거래의 활성화를 추진하는 당사자 및 정책입안자에게 실무적인 차원에서 유의미한 정책방향 및 식품안전관리에 대한 가이드라인을 제공하고자 한다.

Purpose : The purpose of this study was to presents research data considering practical aspects through comprehensive comparative studies on food safety regulations. Research design, data, methodology : This study is to analyze the food safety regulations of major countries, examine their legal characteristics and the application principles that underlie them, and identify harmonized elements. We also look at the latest regional trade agreements to anticipate the international flow of food safety regulations. Results : The most important part was the recognition of the fact that food-borne damage could not be recovered afterwards, so that the provisions of the precautionary principle could be examined. Therefore, while the internationalization of Korean processed seafood is important to pioneer the market, it is necessary to understand and prepare for food safety regulations that major trading countries apply to food trade. Conclusions : In conclusion, it is important that food safety regulations, especially in major trading partners, are strengthening the existing management and increasing preventive management regulations based on the precautionary principle.
