공공기관의 특성에 따른 경영실적 평가의 합리성 제고 방안

A Study to Improve the Rationality of the Performance Evaluation for Public Enterprise: The Case of the Public Culture and Arts Authority

이 연구는 문체부 소관 기타공공기관 및 단체의 경영실적 평가에 대한 분석을 통해 각 부처 소관 기타공공기관의 특성을 반영하는 방안을 모색하고자 하였다. 이를 위해서 경영평가 대상 기타공공기관의 업무담당자와 평가위원들을 대상으로 설문조사를 수행하였다. 그 결과 다음과 같은 몇 가지 시사점을 도출하였다. 첫째, 피평가기관과 평가위원은 경영평가의 필요성에 대한 인식은 높으나, 현재 경영평가체계가 문화, 예술, 체육의 특성을 제대로 반영하고 있지 못하는 것으로 인식하고 있었다. 둘째, 피평가기관과 평가위원은 세부지표별로 표준모형기관, 약식모형기관 및 평가위원의 필요성 인식이 상이해, 세부 착안사항들이 표준모형과 약식모형의 차이를 반영하고 있지 못하는 것으로 나타났다. 셋째, 피평가기관은 평가위원의 전문성과 평가과정에 대한 만족도 및 경영평가 결과보고서의 기여도는 높게 인식하였으며, 컨설팅과 성과급에 대한 수요가 높았다. 정책적 함의로는 먼저, 약식모델기관들의 경영평가 담당자와 기관장의 눈높이에 걸맞는 교육을 강화할 필요가 있다. 다음으로, 문화, 예술, 체육에 대한 주요사업의 특성 반영 또는 기관의 특성을 반영하는 평가체계를 설계할 필요가 있으며, 특히 정성적 평가를 강화하는 방안에 대한 검토가 필요하다. 또한 세부지표들에 대한 피평가기관과 평가위원 진단을 통해 지표 개선을 해 나가야 할 것이다. 마지막으로, 평가결과 활용과 관련해서 컨설팅 기능의 강화 및 동기부여를 할 수 있는 방안을 마련해야 할 것이다.

The purpose of this study is to find a way to reflect the characteristics of the other public institutions in each department through analysis of the management performance of other public institutions and organizations under the Ministry of Culture. To this end, a questionnaire was conducted for the managers and evaluators of other public institutions subject to management evaluation. First, although the evaluating agency and the evaluator had a high awareness of the necessity of management evaluation, they recognized that the current management evaluation system does not properly reflect the characteristics of culture, arts and sports. Second, the evaluating agencies and evaluators differed in recognition of the necessity of the standard model organ, the informal model organ and the evaluator according to the detailed indicators. Third, the evaluating agency recognized the appraisers satisfaction with the professionalism and evaluation process and the contribution of the management evaluation result report, and the demand for consulting and performance pay was high. The policy implications first need to reinforce the training that is appropriate for the level of management evaluation officers and directors of informal model agencies. Next, it is necessary to design an evaluation system that reflects the characteristics of the main projects for the culture, arts, and sports, or reflects the characteristics of the institutions.
