세계화의 이해

Interpretations of globalization

본고는 세계화를 설명하는 세 가지 시각을 제시한다. 첫째는 세계화를 시장개방과 통합의 과정으로 보는 것이다. 세계화를 특화와 분업을 통해 희소성의 제약을 극복하고 자원의 효율적 배분과 성장을 돕는 통로로 이해한다. 둘째는 세계화의 의도하지 않은 결과에 대해 주목하는 것이다. 세계화를 불균형과 불평등을 확대하는 요인으로 이해한다. 셋째는 세계화를 거시적이고 도덕적인 시각에서 해석하는 것이다. 번영과 개선이 신뢰와 협조의 결과라는 전제하에 세계화를 자신이 속한 집단에 매몰되지 않고 낯선 집단의 구성원과도 ‘친구’가 되는 ‘신뢰와 협조’의 실험을 하는 과정으로 이해한다.

This paper surveys three strands of comprehending globalization. The first strand is to regard globalization as a process of integrating markets across borders. The key to this expansion and integration of markets is the falling costs of moving goods, ideas, and people. The benefits and costs of market integration is a matter of concern here. The second strand is to focus on the unintended consequences of globalization. It is not about economics but about politics and social anxiety that globalization discontents rise against. Globalization is regarded as what causes imbalances and inequality. The third strand is to look at globalization in terms of its moral implications. Globalization in this sense is an experiment on trust and cooperation between strangers, which requires the ability to abstract from group loyalties and treat strangers as friends and the willingness to be open to new opportunities.
