주택 이외의 거처에 거주하는 수도권 거주자의 공공임대주택 입주 의향에 관한 연구

The intent of the public rental housing move-in of the residentially disadvantaged group in Seoul metropolitan area

본 연구는 수도권 주거취약계층의 공공임대주택 입주의향에 미치는 요인을 분석하였으며, 주거취약계층의 공공임대주택 입주의향에는 가구특성, 거주행태특성, 주거복지특성이 요인이 되는 것을 확인하는 것을 연구의 목적으로 한다. 실증분석을 위해 인공신경망(artificial neural network)의 기본 알고리즘인 다층퍼셉트론(multi-layer perceptron)모형 활용해 변수의 중요도를 산출하고, 선택확률 분석에 주로 이용되는 로지스틱 회귀모형을 활용해 공공임대주택 입주 의향에 영향을 주는 변수를 분석한 뒤, 두 모형의 결과를 결합해 살펴보았다. 분석 결과 월세 보증금액 변수는 공공임대주택 입주의향에 정(+)의 영향을 미치는 것으로 나타났으며, 인공신경망 분석을 통해 공공임대주택 입주 의향에 있어 가장 중요한 변수로 분석되었다. 이를 종합하면 공공임대주택에 입주하기 위해 요구되는 최소한의 보증금 규모를 갖춘 응답자가 공공임대주택에 입주할 의사가 더 높고, 이러한 보유 보증금 규모가 공공임대주택 입주 의향에 상당히 중요한 역할을 하는 것으로 해석할 수 있다. 현재 거주 주택에 낮은 보증금을 부담하고 있는 가구는 공공임대주택에서 요구하는 최소한의 보증금 수준을 감당하지 못할 가능성이 크고, 이로 인해 입주 의향 자체를 가지지 않고 있는 것이라고 분석할 수 있다. 이러한 분석 결과는 공공임대주택에서 요구하는 보증금 규모가 장벽으로 작용하여 주거복지의 혜택이 이를 가장 필요로 하는 계층에게 제공되지 못하고 있는 것은 아닌지 살펴볼 필요성이 있음을 시사한다. 연구 결과를 활용하여 향후 공공임대주택을 공급함에 있어서, 공공임대주택에 입주를 희망하는 주거 취약계층에 대한 정책자료로 활용 가능할 것으로 기대한다.

This paper analyzed the intent of the public rental housing move-in of the residentially disadvantaged group who reside in Seoul metropolitan area. We used the multi-layer perceptron that basic algorithm of the artificial neural network model, and the logistic regression model that mainly used for selection probability analysis. The logistic model shows that the causality of variables, and the artificial neural network model show that ranking of independent variables. We find that the deposit of monthly rent is positively related with the intent of public rental housing move-in, and the deposit of monthly rent is the most significant variable of the intent of the public rental housing move-in. The low-income group has a low rental deposit. That will be not enough of the public rental housing deposit. Therefore, the government should consider more low rental deposits or the rental deposit support policy. As a result, the low-income housing policy still has a blind-spot.
