국유지 매각 낙찰여부 결정요인 분석 －서울시 내 국유지를 중심으로－

An Analysis on Determinants of Successful Bid for State-Owned Lands for Sale －Centering Around State-Owned Lands within Seoul－

본 연구는 국유지 관리ㆍ활용의 중요성 인식 아래, 국유지 매각에 영향을 미치는 요인은 무엇인지 분석함을 목적으로 한다. 분석을 위하여 한국자산관리공사가 구축ㆍ운영하고 있는 온라인 공공자산 처분시스템인 온비드에서 취득한 2018년 1월 1일부터 2019년 10월 31일까지의 서울시 국유지 공매 자료를 활용하였다. 공간적 범위는 서울시 내에서 낙찰과 유찰 사례가 모두 포함된 국유지 공매 자료의 전수로서 총 843건이며, 분석 방법은 로지스틱 회귀모형을 적용하였다. 분석 결과, 낙찰 확률을 증가시키는 변수는 지목(대), 형상(정방형), 고저(평지), 녹지지역, 대로와 중로 여부로 나타났으며, 낙찰확률을 감소시키는 변수는 면적, 감정가로 나타났다.

This study, realizing the importance of management and use of state-owned land, aims to find out and analyse what factors affect the sales of state-owned lands. The data, obtained from Onbid, an on-line system which was established and has been operated by Korea Asset Management Corporation for the disposal of public property, about public sales of state-owned lands within Seoul between January 1, 2018 and October 31, 2019 was used for an analysis of this study. 843 cases were included in the spatial limits of analysis. Both cases of successful bidding and failure in bidding for state-owned lands within Seoul were included in those 843 cases. However, as an analysis method for this study, the logistic regression model was used. According to the findings, variables such as the category of land(classified as large), the shape(square land) and relief(flat land) of land, green areas, and whether the boulevard or road is located increased the bidding success rate. However, variables such as the area or appraised value of land decreased the bidding success rate.
