‘핵심역량교육’으로서 교양영어교육의 역할

The Role of General English Education as ‘Key Competencies’ - Based on the case of Kyungnam University

‘역량’이라는 개념은 1970년대 미국에서 도입되어 직업 훈련 분야에서 ‘특정 직무를 성공적으로 수행할 수 있는 능력’의 의미로 사용되었다. 점차 개인의 자아 개념, 가치, 동기, 감정 등과 같은 비인지적인 요소가 지식 이나 기술만큼이나 중요하다는 인식을 갖게 되었다. OECD가 DeSeCo1)프로젝트(1997~2002)를 통해 ‘역량’의 중요성을 밝히면서 ‘핵심역량’에 대한 관심도 높아졌다. 경기침체와 더불어 학령인구는 지속적으로 감소하고 있고 대학 간의 경쟁은 날로 치열해질 것이다. 본 논문에서는 경남대학교 교양영어 사례를 중심으로 문제와 해결방안에 대하여 논의 하면서, 전남대학교와 동국대학교의 사례에서 제시된 교양교육의 발전적인 방안들을 통하여 고찰 해 보고자 한다. 지방 사립대학교인 경남대학교는 전반적으로 혁신의 노력을 하고 있지만 교양교육역량을 강화시키기 위한 특성화된 교육과정의 개발과 운영의 중요성을 생각한다면 기초 교양교육 전담기구를 설치하여 제대로 기능하도록 해야 한다. 나아가 급변하는 거대한 흐름을 이해함으로써 경남대학교의 교수와 학생간의 소통에 기반한 교양역량교육 과정이 ‘주체성 있는 창의적 지역지도자’ 라는 목표에 맞추어 제대로 기능하도록 해야 한다.

The concept of ‘competencies’, which was introduced in the United States from the beginning of the 1970s, was used in the meaning of the ability to successfully perform specific tasks in the job training field. Behind the DeSeCo project (1997-2002) lies the growing realization that the non-cognitive factors such as individual self-concepts, values, motivations, emotions are also important as well as knowledge and technologies. After the OECD classified the importance of ‘competencies’ from DeSeCo project, the interest about ‘key competencies’ is also gradually increasing. With the economic downturn, school-aged population is consistently decreasing, and without a doubt, the competition among universities will get tougher and tougher. In this study, based on the case of general English education of Kyungnam University, I am about to make an approach to discuss the possible solutions by thinking matters through the developed cases on the general education of Chonnam National University and Dongguk University. Kyungnam University which is one of the local private universities generally focuses its efforts on reforming the current educational systems. However, giving consideration to such needs of specialized curriculum development and operations to strengthen its general education competencies, Kyungnam University should set up its own organization exclusively for general education and then let it work out properly. In addition, general education competency curriculum based on the interaction between the professors and students at Kyungnam University should aim at creating the independent creative community leaders and work it out well by understanding the huge flow of rapid change.
