교회와 국가의 관계

The Church and the State: Focusing on Apartheid and New Testament Interpretation

작년에 3.1운동과 상해임시정부수립 100주년을 기념했고, 올 해 한국전쟁 발발 70주년을 맞이한 시점에, 그리스도인은 애국을 실천하기 위해서 자유와 평화의 가치를 되새겨보아야 한다. 왜냐하면 억압과 갈등과 불평등이 똬리를 틀고 있는 한국에서 교회가 감당해야 할 역할이 있기 때문이다. 다민족과 다인종이 어우러진“무지개 나라”남아프리카공화국으로 눈을 돌려보면, 인종 간의“분리 발전”(separate development)이라는 명목으로 시작된 아파르트헤이트(Apartheid: 1948-1994)가 종식된 지 25년째다. 하지만 남아공에서 인종과 사회 계층 간의 화해와 평등은 여전히 요원하다. 정부와 교회의 부적절한 결탁이 초래한 문제는 남아공을 비롯하여 여러 나라에 나타났다. 그 가운데 인종 차별과 사회 분열을 치유 중에 있는 남아공의 상황은 한국에서 교회와 국가 간의 정당한 관계 설정을 위한 거울 역할을 한다. 이 글의 목적은 교회가 신약성경을 오용함으로써 국가와 잘못 결탁한 대표적인 사례인 아파르트헤이트를 통해서, 한국에서 교회와 국가의 올바른 공적 관계를 정립하는 방안을 찾는데 있다. 이 목적을 달성하기 위해, 아파르트헤이트를 찬성한 이들과 반대한 이들의 신약성경 사용을 각각 살핀 후, 아파르트헤이트 이후의 신약성경 해석이 남아공 사회에 미치고 있는 영향도 탐구한다. 마지막으로 이 글은 교회가 국가와의 정당한 관계를 설정하기 위해서 무엇보다 올바른 성경 해석과 적용이 중요함을 논증할 것이다.

The year 2019 was the centennial of the March 1st independence movement and the establishment of the Korean provisional government in Shanghai. Current Korean Christians should ponder the value of freedom and peace in order to love their state. The role of Korean Christians as patriotic peacemakers is important because of ongoing discrimination, inequality, and conflict within Korean society. Turning our eyes to South Africa, the rainbow nation, Apartheid ended 25 years ago and is a representative case of misusing the New Testament for racial discrimination. However, the implementation of peace and equality in South Africa has not been realistically realized. The aim of this paper is to scrutinize the appropriate relationship between the church and state by figuring out Apartheid and New Testament interpretation in South Africa. Four steps of research are followed: (1) New Testament interpretation by proponents of Apartheid, (2) New Testament interpretation by opponents of Apartheid, (3) the influence of New Testament interpretation to South Africa in the post-Apartheid period, and (4) a suggestion about the biblical relationship between the church and state. This paper reasons that proper interpretation and application of the Bible must be in the right direction for establishing the desirable relationship between the church and state.
