자치분권시대의 지방의회 행정감시기능 활성화 방안에 관한 연구

A Study on the Revitalization of the Administrative Surveillance Function of the Local Council in the Decentralized Age : Daegu City Council

본 연구의 목적은 대구시의회를 대상으로 행정감시기능 활성화 방안을 제시하는 것이다. 연구의 방법으로 지방자치제가 재도입된 1991년부터 2018년까지 약 30여년간 대구시의회 의정백서에 있는 자료 등을 기반으로 현황, 행정사무감사 및 조사, 시정질문을 중심으로 분석하였다. 분석 결과, 대구시의회 행정감시기능은 대부분이 의회가 재도입된 초창기에 비해 향상되고 있고, 특히 전문성을 기반으로 대구시장에게 직접 시정에 대한 방향과 의견 청취를 하는 시정질문 등도 매우 활성화되어 있는 것으로 나타났다. 이는 시의원들을 전문적으로 보좌하는 인력이 보강된 것에 영향이 있는 것으로 확인되었다. 그러나 아직까지는 집행부를 견제하고 시정을 리더할 수 있는 수준까지는 도달하지 못한 것으로 분석되기 때문에 자치분권 시대에 걸맞은 시민들의 욕구를 충족시키기 위해서라도 지방의회의 행정감시기능은 강화되어야 하고 이를 실천하기 위해서는 무엇보다 지방의원들의 의정활동 능력과 마음자세가 중요할 것으로 본다.

The purpose of this study is to propose a plan to activate the administrative monitoring function for Daegu City Council. Based on the data in the White Paper of the Daegu City Council for about 30 years from 1991 to 2018, when the local government was reintroduced as a research method, the analysis was conducted based on current status, administrative audits and surveys, and municipal administration questions. According to the analysis, most of the legislative functions of Daegu City Council are improving compared to the early days when Congress was reintroduced.In particular, the ordinances of the lawmakers, which had not been one case per capita in the past, differed by lawmakers more than 10 cases over four years. In addition, based on their expertise, the municipal administration asked for directions and opinions directly on Daegu market. This has been found to have an impact on the strengthening of personnel who specialize in assisting city councilors. However, since it has been analyzed that it has not yet reached the level to check the executive branch and lead the corrective administration, the administrative monitoring function of the local council should be strengthened even to satisfy the needs of citizens in the era of autonomy. More importantly, local legislators capacity for acting and attitude will be important.
