장기 군복무 제대군인의 학교 안전 지킴이 활용 방안에 관한 연구

A Study on the Application Method of School Police for Long Term Military Service

보훈현대사회는 급속한 근대화 및 산업화에 따른 경제 규모의 팽창, 인구 및 주요 시설의 도시 집중 현상, 전통적 윤리 규범의 와해, 배금주의 등 사회의 제반 여건의 변화와 함께 각종 사회 문제가 야기되고 있으며 시민의 안전한 삶을 위협하는 다양한 위험요인들이 곳곳에 내재되어 있다. 특히, 범죄에 취약한 아동들을 대상으로 한 유괴, 납치, 성폭력 범죄가 갈수록 증가하고 있다. 이에 본 연구자는 장기근무 제대 군인들을 학교 안전 지킴이(School Police)로 활용하여 학교 등·하굣길 아동들의 신변보호뿐 아니라 학교 내 순찰, 교통 유도 , 나아가 지역사회 범죄 예방에 있어서 제대군인의 역할증대와 더불어 경찰과 시민 단체의 합동적 치안 서비스 제공 등을 통해 보다 효과적으로 지역 방범 능력을 극대화시키고 지역 특성에 맞는 범죄예방 활동을 실시함으로써 지역사회의 치안 능력을 제고하고자 한다.

Modern society is experiencing various social problems with expansion of economy scale due to rapid modernization and industrialization, urban concentration phenomenon of population and major facilities, breakdown of traditional code of ethics, There are various risk factors that are threatening the environment. Especially, kidnapping, kidnapping, and sexual assault crime targeting children who are vulnerable to crime are increasing. Therefore, the researcher used long-term service violence as a school police to protect not only the children s school, but also the role of the soldiers in patrol, traffic, and community crime prevention. By providing joint police service with police and civic groups, we will maximize local crime prevention ability and improve crime prevention ability in accordance with local characteristics.
