양성평등기금 평가모형에 관한 연구

Study on the Evaluation Model of the Gender Equality Fund: Focused on the Suwon City

본 연구는 수원시 양성평등기금 사업의 지속을 통해 실질적인 양성평등 실현을 위한 정책을 설계하는데 필요한 평가모형을 개발하는 것을 목적으로 한다. 그동안 수원시는 실질적 양성평등제도와 문화의 확산이라는 사업의 핵심 성과를 평가할 수 있는 지표가 부재하였고, 평가영역과 세부지표 간의 내용타당성에 대한 문제가 지적되어 왔다. 수원시 양성평등기금 사업의 평균 사업비는 지속적으로 증가하는 반면 예산은 감소하는 추세이다. 이에 따라 양성평등기금사업의 객관적이고 공정한 결과평가를 위한 평가모형과 지표 선정의 필요성이 대두되었고, 본 연구에서는 이에 따른 평가모형의 지표개발을 시도하였다. 이러한 노력은 향후 수원시가 성불평등구조에 따른 차별문제를 해결하기 위한 전략을 설계하고, 향후 양성평등 촉진을 위한 정책과 제도의 기틀을 마련하는데 도움이 될 수 있을 것이다.

The purpose of this study is to develop the evaluation model necessary for designing the policy for the realization of practical gender equality through the continuation of the Suwon City Gender Equality Fund Project. Until now at Suwon City, the index to assess the key performances - practical gender equality system and spread of culture - has been absent and some have pointed out the problem with the content validity of the evaluation domains and the specific indices. Moreover, while the average fund of the Suwon City Gender Equality Project is continuously increasing, the budget is decreasing. Therefore, the need for the evaluation model for objective and fair result evaluation of the project and the selection of index have come to the fore and, accordingly, this study attempted to develop the index of the evaluation model. Such an attempt can be helpful for Suwon City to design the strategy for resolving the discrimination issue based on the gender inequality structure and arrange the basis of the policy and the system for promoting gender equality in the future.
