준공영제 보육정책의 예산효율성 평가

Evaluating the Budget Efficiency of Quasi-Public Child Care Policy Comparison of National and Public, Public Type and Private Child-care Center

본 연구는 준공영제 보육정책의 효과를 평가하기 위해 공공형 어린이집의 예산효율성을 평가하고 시사점을 논의하였다. 이를 위해 층화표본추출방법을 활용하여 수도권 지역 어린이집 188개(국공립: 62개, 민간: 64개, 공공형: 62개)를 대상으로 자료포락분석을 활용한 예산효율성 분석 및 어린이집 유형 간의 차이를 분석하였다. CCR 및 BCC 모형에 의한 효율성 분석 결과에서 공공형 어린이집의 예산 효율성 평균이 국공립과 민간 어린이집보다 높게 나타났으며, 그 차이는 통계적으로 유의함을 확인할 수 있었다. 이는 준공영제로 운영되는 공공형 어린이집 모형이 예산효율성 측면에서 긍정적인 효과가 있음을 보여주는 결과이다. 이러한 분석결과를 토대로 준공영제 방식의 공공형 어린이집 정책의 예산효율성 향상을 위한 이론적･정책적 함의를 제시하였다.

This study examines the budget efficiency of public type child-care centers and discussed the implications to improve the effectiveness of the quasi-public child care policy. The study gathered data concerning child-care centers in the capital area through the stratified sampling method, and analyzed differences among the types of child-care centers (i.e. the national and public, public type, and private child-care center). Reflecting the characteristics of child-care centers, Data Envelopment Analysis (DEA), using the input-oriented CCR model and input-oriented BCC model, are used to examine differences among the types of child-care centers. The results showed that the budget efficiency of public type was higher than that of national and public type and private child-care centers, and the difference was statistically significant. The findings indicate that the public type child-care center operated as the quasi-public system has a positive effect on the budget efficiency. Based on these results, this study suggests theoretical and policy implications for improving the budget efficiency of quasi-public type national and public child-care center policies.
