2006-2015 한국노동패널조사를 이용한 노동조합의 대표성 분석

An Analysis of Union Representation Using the 2006-2015 Korea Labor and Income Panel Survey

본 연구는 한국노동패널을 이용하여 2006년부터 2015년까지 노동조합 조직률, 노동조합 대표성 격차, 그리고 잠재적 노동조합 조직률의 변화를 분석하였다. 분석 결과는 다음과 같다. 첫째, 노동조합 조직률은 완만하게 감소하다 증가한 반면 2012년과 2013년을 제외한 기간 동안 대표성 격차는 상대적으로 크게 감소하였다. 둘째, 제도적 요인에 따른 노동조합 가입의사와 가입간 불일치는 상대적으로 크지 않았다. 셋째, 비정규직보다 정규직 노동자들의 노동조합 대표성 격차의 비중이 크게 나타났다. 넷째, 제조업과 서비스업의 노동조합 조직률과 대표성 격차의 감소 패턴이 유사하게 나타났다. 다음으로 노동조합 조직여부에 따른 비노조원의 노동조합 가입의사의 결정요인 분석결과는 다음과 같다. 첫째, 직무만족은 무노조 사업장에서 노동조합 가입의사와 통계적으로 유의한 정(+)의 관계를 보인 반면 유노조 사업장에서는 유의하지 않았다. 둘째, 정규직 대비 비정규직의 가입의사가 유노조 사업장에서 통계적으로 유의하게 높았지만 무노조 사업장에서는 유의한 차이가 없었다. 셋째, 이들을 제외한 다른 결정요인들은 유노조 사업장과 무노조 사업장에서 유사하게 나타났다. 특히 노동조합 도구성 인식은 노동조합 가입의사와 통계적으로 유의한 정(+)의 관계로 나타났다.

This study analyzes the change in union representation gap using the 2006-2015 Korea labor and income panel survey. The results are as follows. First, after a gradual decline from 2006 to 2010 union representation gap had increased until 2013 but decreased in 2014 and 2015. Second, institutional restrictions on union qualification were relatively small in the union membership rate. Third, union representation gap for regular workers was greater than that for temporary workers. Forth, the patterns of the union membership rate and union representation gap were similar in the manufacturing and service sectors. The results for the determinants of unorganized workers’ intention to join a union by the union presence are as follows. First, job satisfaction was statistically significant in unionized workplace but not in nonunion workplace. Second, temporary workers’ intention to join a union was significantly higher than regular workers’ in unionized workplace, but not in nonunion workplace. Third, perceived union instrumentality was strongly significant to workers’ intention to join a union. Finally, this study discusses the implication of the results for the Korean labor movement.
