성향점수 및 다수준 로지스틱 회귀모형을 이용한 장애인 경제활동의 지역요인

The Regional Factors of Economic Activity for Persons with Disabilities based on Propensity Scores and Multi-level Logistic Regression Model

많은 장애인이 경제적 어려움을 겪고 있음에도 불구하고 실업률은 높은 실정이다. 본 연구는 장애인의 경제활동에 영향을 미치는 개인요인이 보정된 지역요인을 파악하고자 2016 장애인경제활동실태조사 자료 및 국가통계포털, 보건복지통계연보 자료를 활용하였다. 연구 대상자는 등록 장애인 중 지역, 장애유형, 장애등급에 따라 무작위 추출된 10,974명이며, 장애인의 건강상태 및 장애유형과 같은 개인적 교란요인을 기반으로 지역별 성향점수(propensity scores)를 추정하였으며, 추정된 성향점수를 공변량으로 활용하는 다수준 로지스틱 회귀모형(multi-level logistic regression model)을 사용하여 장애인 경제활동에 영향을 미치는 지역요인을 살펴보았다. 연구결과에 따르면 장애인들의 개인적 요인이 보정되었을 때 장애인의 경제활동에 유의한 관련성을 가지는 지역별 요인으로는 등록 장애인 수 대비 장애인 직업재활시설 수인 것으로 나타났다(OR=1.023, 95% confidence interval: 1.004-1.043). 이에 장애인들의 경제활동을 장려하고 이를 기반으로 사회적·경제적·심리적 격차를 줄이기 위해 각 지방자체단체에는 제한된 예산안에서 장애인 직업재활시설의 수를 늘일 수 있는 방안을 모색하는 것이 필요할 것이다.

The purpose of this study is to investigate the regional factors that affect the economic activities of persons with disabilities adjusted by individual factors based on 2016 survey data of the economic activities of the disabled, Korean statistical information service and Ministry of Health and Welfare data. The subjects were 10,974 randomly selected according to the area, disability type and disability level among registered persons with disabilities. We estimate propensity scores for regions based on individual factors. And a multi-level logistic regression using the estimated propensity scores as covariates is used to investigate the regional factors. According to the results, the number of vocational rehabilitation facilities is a significant regional factor (OR=1.023, 95% confidence interval: 1.004-1.043). In order to encourage economic activities of person with disabilities and reduce the social, economic and psychological gap, it will be necessary to find ways to increase the number of vocational rehabilitation facilities for the disabled in each local organization.
