Tackling the Tension between Sustainable Development and Governance through Self-organizing Governance with Blockchain

본 연구는 지속가능발전과 거버넌스 사이의 긴장을 해결하기 위해, 아정치(sub-politics)와 숙의민주주의의 규범적(이론적) 주장을 넘어서는 시도로 블록체인 기술 기반의 자기조직화 거버넌스를 통한 처방적 시사점을 모색한다. 우선, 지속가능발전의 목표와 거버넌스의 실천 사이의 상충적 관계를 해소하고자 하는 노력으로, 본 논문은 지속가능발전을 위한 새로운 거버넌스의 양식으로 아정치의 인식론적 근거를 구성하고 숙의민주주의의 방법론적 원칙을 고찰한다. 결론적으로, 본 연구는 블록체인 기술을 기반으로 한 자기조직화 거버넌스를 통해 아정치가 제안하는 바와 같이 시민들이 지속가능발전 문제와 관련된 주체적인 행위자로 실제적으로 재규정될 수 있음을 강조한다. 더불어, 디지털 전환 시대에 ‘숙의 원장(deliberative ledgers)’의 이상적인 후보로서 ‘블록체인 거버넌스’ 가 지속가능발전 거버넌스 메커니즘을 위한 처방적 수단으로 구성될 수 있음을 제시한다.

This study aims to explore the essential implications of self-organizing governance based on the blockchain technology that are beyond the normative (theoretical) arguments of sub-politics and deliberative democracy to tackle the tension between sustainable development (SD) and governance. First, in order to tackle the conflicting relationship between the objectives of SD and the practices of governance, this paper looks at the epistemological grounds of sub-politics for the new form of governance for SD, and deliberative democracy in relation to applying methodological principles. In short, this study highlights that self-organizing governance based on the blockchain technology can re-define individual citizens as self-fulfilled subject concerned with SD issues as the sub-politics suggests. Moreover, this paper suggests that ‘blockchain governance’ as the ideal candidate for the ‘deliberative ledgers’ can be equipped with a prescription as a mechanism of governance for SD in the era of digital transition.
