The Role and Characteristic of the Bakufu and Han in the Development of the Kanto Zaikata-machi : Focusing on Omiya-go, Chichibu-gun, Musashi-no-kuni

This paper began with the question of the existing research that Zaikata-machi was identified as a place operated autonomously by Machi s residents rather than being influenced by the ruling power. Therefore, this study tried to examine the influence of the policies of the Bakufu and the role of Oshi Domain(Abe s reign) in the process of development of Zaikata-machi, focusing on Omiya-go, Chichibu County, Mousashi Province among Zaikata-machi in the Kanto region. According to the three examples reviewed in this study, Omiya-go flourished or was affected by economic damages in accordance with the different policies of the Bakufu : the Kyoho reforms, mercantilism in the Tanuma period, and physiocracy in the Kansei reforms. Especially, since it was in the Kanto region, the policies of the Bakufu regarding silk market and Sairei(rites and festivals) had a direct influence on Omiya-go. At this time, though Oshi Domain generally followed the order of the Bakufu, when unfavorable policies to the stability of the Chichibu domain was implemented, they pursue a different policy from that of the Bakufu and sought stability and prosperity in Omiya-go. Summing up, Omiya-go was directly influenced by the policies of the Bakufu, while Oshi Domain and Daikan of the Chichibu domain, the official of Oshi Domain, can be seen as they seek the prosperity of Omiya-go. Therefore, in order to understand the development of Omiya-go during Abe s reign, we should consider not only the situation inside Omiya-go, but also the role and trend of Oshi Domain, especially Daikan, and the influence of the policies of the Bakufu.
