The Causes and Challenges of Elderly Poverty in Korea

본 연구는 노인빈곤의 원인을 파악하고 이를 해소하기 위한 정책적 시사점을 발견하기 위한 목적으로 연구되었다. 이를 위해 선행연구 및 이론 고찰을 통해 노인빈곤의 영향요인을 살펴보았다. 본 연구에서는 한국 노인빈곤 문제의 요인을 공적이전소득, 사적이전소득(사적부양체계), 노인의 노동기회 감소라는 측면에서 살펴보았다. 이러한 요인의 분석을 통해 제시된 노인빈곤의 해소방안은 다음과 같다. 첫째, 국민연금의 사각지대 해소 및 재정건전성의 확보, 둘째, 기초연금 역할 정립 및 수급권의 범위와 급여수준 상향, 셋째, 국민기초생활보장제도 부양의무자기준 완화, 넷째, 사적연금의 강화 및 사적 부양체계 강화, 다섯째, 노인노동기회의 보장 및 일자리 세분화를 제시하였다. 이러한 해소방안을 통해 본 연구의 정책적 시사점은 다음과 같다. 첫째, 한국사회는 최우선과제로 노인빈곤문제를 해결해야 할 필요가 있다. 둘째, 노후소득보장제도의 재설계와 공적연금, 사적연금 등을 포함한 통합적 연금정책의 설계가 필요하다. 셋째, 전통적인 사적부양체계에 대한 보다 체계적인 연구와 관련 인프라 구축이 필요하다.

This study was conducted with the aim of identifying the causes of elderly poverty and finding policy implications to address them. To this end, the factors influencing elderly poverty were examined through prior research and theoretical consideration. The study looked at the factors of the problem of elderly poverty in Korea in terms of public transfer income, private transfer income (private care system), and reduced working opportunities for senior citizens. The following are the solutions to the elderly poverty presented through the analysis of these factors. First, it presented the national pension fund s blind spot resolution and securing fiscal soundness, second, establishing its basic pension role and raising the scope and level of entitlement, third, easing self-regulation of its obligation to support the national basic living security system, fourth, strengthening private pension and strengthening private support system, fifth, ensuring senior labor opportunities and job segmentation. Through these solutions, the policy implications of this study are as follows. First, Korean society needs to solve the problem of elderly poverty as its top priority. Second, it is necessary to redesign the old income security system and design an integrated pension policy, including public pension and private pension. Third, more systematic research on traditional private incubation systems and related infrastructure building is needed.
