제주 스마트 교통 안전도시 평가지표 구축 방안 연구

A Study on the Establishment of Evaluation Indicators for Smart Traffic Safety City in Jeju Island

최근, 전 세계의 도시들은 첨단정보통신기술을 활용하여 도시의 경쟁력을 제고 하고 시민의 삶의 질을 향상시키기 위해 첨단 정보통신기술을 활용한 스마트 시티 서비스를 경쟁적으로 도입하고 있다. 이에 본 연구에서는 기존 U-city의 한계를 극복하고 제주특별자치도가 스마트 교통 안전도시를 조성함에 있어 앞으로 고려해야 할 평가지표와 정책방향을 델파이 기법을 사용하여 분석한 결과 첫째, 제주 스마트 안전도시 조성을 위한 상위요소인 도시교통･안전 구성요소에서는 대중교통 다양화, 사회적 약자안심서비스, 안전과 보안, 스마트 횡단보도, 지능형 교통정보서비스, 범죄자 위치 추적서비스, IT 통합교통관제센터 등이 중요 요인으로 나타났다. 둘째, 도시정책･제도 구성요소에서는 전기차 특구육성 및 조세감면, 시민참여를 통한 통합의견조정, 투명한 행정운영, 자율주행자동차 특별법 제정 등이 중요 요인으로 나타났다. 마지막으로 도시환경･복지 구성요소에서는 개인의 건강과 행복 증진, 환경보호 및 오염방지, 생활과 삶의 질, 폐기물 관리 서비스, 저탄소 녹색 에너지 사용, 스마트 그리드 인프라, U-병원서비스, 지속적인 교육프로그램 등이 중요 요인으로 나타났다.

Recently, cities around the world have been competitively introducing smart city services using advanced information and communication technologies to enhance the competitiveness of cities and improve the quality of citizens’ lives. In this study, after overcoming the limitations of the existing U-city and analyzing the future evaluation indexes and policy directions of Jeju Special Self-Governing Province in creating a smart traffic safety city using Delphi techniques, the first is the diversification of public transportation, safety and security, smart crosswalk, intelligent traffic information, and the integration of the IT center. Second, major factors in urban policy and system components were the development of special zones for electric vehicles, tax reduction, integration opinion adjustment through citizen participation, transparent administrative operation, and the enactment of a special law for self-driving cars. Finally, the important factors in the urban environment and welfare components were the enhancement of individual health and well-being, environmental protection and pollution prevention, living and quality of life, waste management services, low-carbon green energy use, smart grid infrastructure, U-Hospital services and ongoing education programs.
