전통예술분야 지원정책의 방향성

A Study on the Direction of Support Policy for Traditional Art

본 연구는 우리나라 역대정부의 문화예술지원 정책의 변화와 전통예술지원 향방, 그리고 특징 분석을 통해 문화예술지원정책의 방향과 전통예술지원정책의 활성화 방안을 제시하는 데 그 목적을 둔다. 논의 전개를 위해 전통적으로 문화예술이 어떻게 발전하여 왔는지, 그리고 국내 문화예술지원정책의 변화 과정을 문예연감을 통해 살펴보았다. 본 연구는 문화예술정책의 다양한 갈등 원인을 찾아내 해결하는데 도움을 줄 수 있다. 본 연구 논의에 기반한 전통예술분야 지원정책 활성화 방안은 다음과 같다. 모니터링 및 평가 고도화, 매뉴얼화를 통한 환류 체제의 개선, 지원사업의 질적 제고와 고객 서비스 증대, 지원의 안정성과 적절성 유지, 지원금 운용의 탄력성 및 현실화, 사업 특성을 고려한 지원사업의 운영 등이다. 더불어 전통예술지원정책 방향을 제시하면 다음과 같다. 첫째, 정책 관점에서는 지원체제의 독립성, 민간 영역의 강화 필요, 수요자 중심 문화정책 구현, 공정성 제고 정책의 구현이다. 둘째, 운영 관점에서는 재원 조성과 재정지원 확대, 지원기구로서 전문성 확보, 지원금 운용의 탄력성과 적절성 유지가 필요하다. 셋째, 평가 관점에서는 평가 환류 체제의 개선과 모니터링 운영 전문 인력 양성, 환류 체제 매뉴얼 도입, 외부 및 내부 평가의 유기적 관계 설정 등이 이루어져야 한다.

The purpose of this research is to present the direction of the culture and arts support policy and the revitalization of the traditional art support policy through a change in the culture and art support policy of the Korean government. In order to develop the discussion, we looked at how cultural art has traditionally been developed, and how the policies for supporting culture and arts in Korea have changed. This study can help identify and resolve various causes of conflict in culture and art policy. Based on this research discussion, the following measures are taken to activate the support policy for the traditional art field. Improving the monitoring and evaluation system, improving the refinancing system through manualization, enhancing the quality of the support project and increasing customer service, maintaining the reliability and appropriateness of support, elasticity and realisation of the support fund operation, and operation of the support project considering the project characteristics. In addition, the direction of the traditional art support policy is as follows. First, from a policy perspective, it is the independence of the support system, the need to strengthen the private sector, implement demand-oriented cultural policies, and implement policies to enhance fairness. Second, from an operational point of view, more funding and financial support are needed, expertise is secured as a support organization, flexibility and appropriateness of fund operation, and maintenance of support. Third, from an evaluation perspective, improvement of the evaluation refinancing system, training the monitoring operation specialist personnel, introduction of the reflux system manual, and establishment of organic relationships for external and internal assessments should be made.
