A Study on the Urban-regional Cultural Diversity for Urban Regeneration

과거 산업사회의 유산이었던 도시는 산업적 측면이 강조되고 개발의 관점에서 도시의 기능적 측면이 부각되어 논의되어왔다. 그러나 최근에는 도시 활성화에 대한 이러한 개발중심의 관점에서 벗어나 다양한 지역문화가 혼재되고 새로운 문화적 가치에 대한 성찰, 삶과 연관된 도시에 대한 인문학적 접근이 요구되면서 도시는 다층적인 공간으로 인식되고 있다. 나아가 이주민들에 의해 형성된 문화적 다양성은 도시 활성화를 위한 문화자원으로 포섭되는 사례가 빈번하게 일어나고 있는 실정이다. 특히, 산업화를 일찍이 겪었고, 그에 따른 도시 쇠퇴를 경험한 영국의 사례는 도시 활성화를 위한 문화의 가치에 주목하고 그에 대한 논의가 실제 도입 및 정착을 넘어 결실을 보여주는 중요한 사례라 할 수 있다. 본 논의는 도시의 창조적 가치와 문화다양성 논의에 대한 이론적 근거를 간략히 밝히고 도시 활성화를 위한 주목할 만한 사례로 영국 런던 동부에 위치한 문화소외지역에 설립된 문화공간이 지속가능한 도시재생을 위한 거점공간이 되는 점에 주목하였다. 특히, 비영국, 비서구권 국가 출신의 이주민 거주비율이 높은 런던 동부 지역에서 그 지역만의 특색 있는 지역문화를 개발하고 거주민들의 문화적, 사회적 정체성 형성에 기여하고 있는 영국 국제조형연구소(Institute of International Visual Arts)와 화이트채플 갤러리(Whitechapel Gallery)의 사례를 통해 거점 기관의 문화적, 사회적 의미와 역할을 고찰하였다.

The city is transformed into a multi-layered interpretive space that is diverse from the urban developmental point of view emphasizing the industrial aspect, where various local cultures are mixed, reflection of new cultural values, and the humanistic approach to the city related to human life. On the basis of these changes regarding on the urban space, there have been frequent cases where cultural functions have been developed as new vital elements of urban space and cultural diversity formed by migrants has become resources for the urban regeneration. In particular, the case of England, where experienced industrialization earlier than any countries in the world and experienced the decline of the city earlier, as well, is an important example showing the fruitfulness of the introduction of cultural functions for urban regeneration beyond the introduction and settlement of its cultural usages. This study briefly outlines the theoretical basis of the creative value of the city and cultural diversity debates regarding on it, and noted that the cultural space established in the cultural marginalized area in eastern London, England, serves as a hub for urban regeneration. In particular, in the East End region of London, where immigrant populations from non-English and non-Western countries are high, the Institute of International Visual Arts and the Whitechapel Gallery, where both have developed distinctive local cultures and have contributed to the cultural and social identity of community residents as the cultural platforms. I examined the cultural and social implications of the case studies on the Institute of International Visual Arts and the Whitechapel Gallery.
