문화적 감성에 근거한 사회통합정책으로서의 다문화주의 예술교육의 필요성

The Necessity of Multicultualist Arts Education as a Policy for Social Integration Based on Cultual Sensibility

한국사회의 ‘다문화’ 논의는 세계화 과정에서 자본뿐 아니라 문화와 사람 간의 교류를 촉발시켰고, 사회 구성원의 다양화는 문화적 다양성과 함께 인종ㆍ언어ㆍ역사 분야에서 새로운 숙제를 안겨주었다. 한국사회에서 ‘다문화’라는 용어는 1990년대 말 학계에서 등장하였으며, 주로 급속히 변화되어가는 세계화 현상에 대응한 정체성 교육, 포스트모더니즘적 접근 방식의 문화적 다양성 인정, 외국인노동자 유입과 한국 사회 내 뿌리 박혀 있는 인식과 연관되어 있다. 이렇듯 다문화는 지난 20년간문화적으로는 ‘타자’에 대한 이해와 사회적으로는 ‘유입’의 현상으로 이해해야 함을 주장하여 왔다. 그렇지만, 정책보고서 위주의 다문화연구에 대한 회의와 아울러 이론적 논의에 근거한 다문화관련 연구의 필요성이 대두되었다. 이러한 시대적 요구와 한국사회의 다문화 확산에 직면하여, 문화예술정책은문화적 도구주의가 아닌 문화적 다양성과 감수성 확대를 위한 제도적 기반을 구축하는 데 역할을 해야 할 시점이다. 본 연구는 다문화 집단 중 특히 한국의 특수 다문화 집단인 새터민, 그 중에서도 새터민 청소년집단을 대표적 사례로 선정하였다. 본 연구의 연구방법으로는, 다문화 문화예술교육을 통한 예술기반 연구(Art-based research)로서, 인천새터민지원센터 사례를 중심으로 새터민 청소년 관련 기관관계자, 봉사자에 대한 인터뷰를 분석한다. 문화예술교육을 통한 문화적 감수성 확대와 다문화사회 속 문화통합 및 사회통합 가능성에 관한 진단과 다문화관련 정책이 나아가야 할 방향을 탐색할 것이다.

Critical issues in the shift for multicultural society include the Citizenship of the Multicultural Family and the economic opportunity for the people with multicultural backgrounds. The above issue is closely related to the policy to accept the immigrants. As a way to solve the problems, it is needed for the understanding of the society towards the people from alien backgrounds and the way of thinking concerned with multi-culturalism. The above need is in line with the concern regarding the absence of theory related to multiculturalism. Problems concerned with the children of multicultural family are ongoing, Yet, the above problems have been dealt for instant solution, It is not mature for reflection of theory and the philosophical bases concerning multicultural education. This study is an attempt to investigate the influence of art and culture education between the north korean refugees and the refugees from China with North Korean origins. This qualitative study is based on the interviews with the experts and the volunteers who have been involved in art and culture education for the above refugees. Results from the above interviews reveal the need for rationalizing the overlapping programs, both public and private. Another finding is the development of the program aiming at the right targets and the need to nurture the professionals relevant to the above education. We propose the setup of the pan-governmental institute and network program specializing in the multicultural art education.
