세종도서, 진중문고 사업과 출판만화 포함 필요성

Sejong books, Jinjung library business and the necessity of including published comics

2015년 현재 우리나라에서 스마트폰의 대중적 보급으로 인해 그에 가장 적절한 콘텐츠 중의 하나인 웹툰에 대한 관심이 빠른 속도로 높아지고 있다. 이러한 대중적 인기로 말미암아 만화에 대한 문화적 가치가 재고될 수 있는 여건은 조성되고 있지만, 여전히 만화는 정책적 고려대상에서 제외되는 경우가 존재한다. 특히, 문화체육관광부의 세종도서와 국방부의 진중문고 선정ㆍ보급 사업처럼, 만화에 꼭 필요한 사업에서도 마찬가지이다. 이 두 사업을 합하면, 매년 총 200억 원 규모로 170권 가량의 우수도서를 선정, 구입하여 7,000여개의 각종 도서관과 13,000여개의 병영도서관에 보급하게 된다. 단 하나의 사업에 불과하지만, 산업적인 측면에선 인쇄업, 출판업, 창작자에게까지 수익을 제공한다. 문화적인 측면에서 보자면 선정된 도서에겐 문화적 권위를 부여하고, 국민들이 읽어야 할 좋은 도서를 도서관에 제공함으로써 국민의 문화향유권 확장에 기여하는 복합적 효과를 낳고 있다. 그러나 출판만화는 이 사업에서 거의 찾아볼 수 없다. 이 원인은 두 가지로 볼 수 있는데, 하나는 만화에 대한 법적, 제도적 지원이 종합적이라기보다는 파편적이라는 점, 다른 하나는 문화예술적 장에서 만화에 대한 가치절하가 관습적으로 반복되고 있다는 점 때문이다. 하지만 바로 이 두 번째 원인을 희석하기 위해서라도 세종도서와 진중문고, 또는 이와 유사한 중앙정부 차원의 지원 사업에 출판만화가 포함될 필요가 있다고 본다. 현재까지 이 두 가지 사업을 만화연구자들의 관점에서 조사, 분석한 선행연구가 존재하지 않는다. 따라서 이 사업에 대한 기초적인 정보, 만화 부재상황의 원인 분석과 동시에 향후 깊이 있는 풍부한 논의를 위해 몇 가지 방향성을 제시해보려고 한다.

Nowadays, although webtoon’s popularity shapes the perfect conditions for comics to be culturally revalorized, comics is still not considered as a subject for policy discussions. This is especially the case with services that are vital for the published comics industry, such as the Ministry of Culture’s Sejong books and the Ministry of Defense’s Jinjung Book selection and distribution business. These two projects, raising together a fund of 20 billion wons, are selecting about 170 merited books and distributing them to more than 7,000 public libraries and 13,000 military libraries. This business has two objectives: in an industrial perspective, to generate income for the printing, publishing company and the author, and in a cultural perspective, to enlarge the citizens’ cultural access by providing must-read books to public libraries. However, published comicss are totally absent in this project. There has been no precedent investigation on these two projects by comics specialists. That is why concrete methodical suggestions are not only hasty but impossible. Therefore, this study remains only a basic study preparing upcoming debates, and limits itself to the suggestion of three points that have to be hereafter discussed.
