전쟁ㆍ안보문화콘텐츠를 활용한 지역 활성화 방안에 관한 연구

Local Revitalization by Utilizing War-related Cultural Contents: Focused on the Case of Cheorwon, Gangwon Province and Flodden, Britain

이 연구에서는 Flodden과 철원의 전쟁 및 역사문화콘텐츠 현황의 조사 연구와 더불어 안보를 활용한 역사교육의 장으로서 철원을 모델로 에코뮤지엄의 구축을 모색해 보려고 한다. 최근 농촌의 과소화 문제, 지역 환경의 오염 및 문화자원의 고갈 문제, 도농의 경제 격차 문제는 비단 우리나라뿐만 아니라 세계 여러 산업국가에서 나타나는 공통적인 현상이다. 이에 대해 정부와 지자체에서는 새마을 운동과 같은 혁신 운동을 통해 생활환경개선하여 상당한 효과를 거두었다. 그러나 상대적으로 지역문화자원의 보존에 대한 관심은 다소 미흡했으며, 주민 참여가 제한적이고, 관광자원의 낮은 집객효과로 인해 지역 활성화 측면에서 보면 국지적인 효과에 머물러 있는 것으로 평가된다. 그러므로 현대화와 산업화로 인하여 매몰된 농촌자원을 보존하고 주민의 참여를 통해 지속 가능한 농촌지역개발을 이룰 수 있는 대안으로 유럽국가에서 실행하는 에코뮤지엄의 개념을 활용하여 지역 경제를 활성화하고 주민 참여를 도모할 수 있는 방안을 제시할 것이다. 이 연구의 해외 사례로 연구할 대상인 에코뮤지엄의 설립에서 부터 주민의 주체적 참여가 무엇보다도 중요한 역할을 하였다. 다시 말해, 중앙정부나 지방정부의 주도가 아닌 자생적으로 조직된 단체와 200명 이상의 주민이 자발적으로 에코뮤지엄을 운영하고 있다는 데 그 특징이 있다.

Cheorwon is dotted with many cultural assets with hundreds of years of its history. As a capital of Taebong Dynasty, a state established by Gung Ye on the Korean Peninsula in 901, during the Later Three Kingdoms period, it has plenty of traditional relics and great figures. In addition, Cheorwon is intertwined with the tragic Korean War lying in the middle of the country in modern history. As a town on the front line, Cheorwon has struggled to improve its military image by developing a variety of festivals, hiking trails, rafting and other cultural events. However, tourism sites do not have an efficient network with one another, which fails to attract tourists who sojourn for a longer period of time. In this regard, this study aims to develop tourism contents based on the concept of ecomuseum. Particularly, this study suggests the Flodden 1513 Ecomuseum in Britain as an example. The ecomuseum is located on the border of England and Scotland, which has very similar historical backgrounds to Cheorwon. By looking into it, it will help improve the image of Cheorwon giving pride to its locals.
