국내 지역영상위원회 현황과 비교분석을 통한 발전방안 연구

A Study on the Development Plan through the Current Situation and the Comparison of Local Film Commission

2012년 한국영화산업은 한국영화 점유율이 거의 60%에 육박하고, 천만관객을 동원한 영화가 <도둑들>, <광해, 왕이 된 남자>, <7번방의 선물>, 3편에 이를 정도로 엄청난 호황을 누리고 있다. 이러한 성장에는 분명 한국영화를 사랑하는 관객의 마음, 한국영화제작의 투자여건 활성화, 영화인들의 지속적인 노력 등이 주요 요인으로 작용하겠지만, 실질적인 자양분 역할을 한 것은 바로 10개 지역영상위원회의 노력에 있다. 이처럼 한국영화산업의 활성화에 기여하고 주도적인 역할을 한 지역영상위원회의 노력에도 불구하고, 오늘날 지역영상위원회의 가치평가는 제대로 이뤄지지 못하고 있다. 그간 개별적으로 평가가 이뤄지다보니 총괄적인 비교분석이 미흡한 측면도 있고, 다뤄지는 내용도 정성평가에 치중되다보니 주관적인 주장으로 전락할 위험이 농후하다. 이에 따라 본 연구는 우선 지역영상위원회의 왕성한 활동력과 해당지역의 경제적 파급효과를 정량 평가하여 비교분석하며, 지역영상위원회의 성과에 가치를 부여하고 지역영상위원회의 위상제고에 기여하고자 한다. 그리고 지역영상위원회의 SWOT 분석을 통해 가장 큰 문제점으로 제기된 조직문화의 경직성에 대한 개선방안을 논의하고자 한다. 따라서 본 연구는 지역영상위원회의 왕성한 활동력, 지역경제에 미치는 경제적 파급효과의 우수성, 신(新) 패러다임에 걸 맞는 조직문화의 개선을 통한 효율적인 조직운영 및 조직문화 구축에 초점을 두고 있다.

In 2012, the figure of Korean film Industry has nearly shown market share up to 60% and has been flourishing along with a series of films that called up more than million spectators, such as <The Thieves>, <Masquerade> and <The gift In Room 7>. This eye-opening progress may be affected by two factors such as a spectator who loves Korean cinema and vitalizing environment to fund Korean film industry, but the practical nourishment to prepare the ground is in contribution by 10 local film commissions all over the country. Focusing on enhancement of local brand image and vitalization of the local economy by each local government, the film commissions are contributing to the vitalization of Korean film production through strengthening location service and enlarged, various production incentive. The purpose of this study, first of all, give a value to local film commission and investigate enhancement of its status, by analyzing the current situation of its condition and activity and grandting the great importance to local film commission The study also purpose improvement directions for the rigidity of organizational culture in local society that is openly brought up for its defect. As a result, this study focuses on the furious activity of local film commission, superiority of an economic effect and improvement of organizational culture. On the way to regain a value of local commission that has undervalued rather than several International film festivals in S.Korea, there is an opportunity not only to contribute the development of S. Korean film industry, but also to deal with the environment of global film industry.
