지방화 시대의 NGO와 민·관 파트너십에 관한 연구

A Study on NGOs and the Partnership of Civil-Local Government in the Age of Localization

본 논문에서는 지역사회발전에 있어 중요한 정치행위자(political actor)인 NGO 가 지방정부와 어떠한 파트너십의 관계를 가져야 하며, 이를 위한 과제와 전망은 무엇인지에 대해 고찰하였다. 특히 이 논문은 2002년 8월 말 남아프리카공화국 요한네스버그(Johannesburg)에서 개최된 지속발전가능 세계정상회의(World Summit on Sustainable Development: WSSD) 의 지방의제(Local Agenda) 실천과 관련된 지방정부와 NGO와의 협력적 관계에 대한 논의를 주제로 지방정부와 NGO 간의 바람직한 파트너십에 초점을 두고 다양한 시각에서 NGO와 지방정부와의 관계를 논하였다. 지방정부와 NGO 간의 진정한 협력적 파트너십을 형성하기 위한 사회 제도적 여건, 국민의식, 사회 문화적 토대 등의 다양한 협력관계가 기술되었으며, 특히 무엇보다 양 주체가 대등하면서 자유로운 입장에서 공통된 목적을 위해 협동할 수 있어야 함을 강조하였다. 이 논문에서 민·관 파트너십의 형성에 있어 대표적 사례는 지방의제21의 실천사업이다. 현재 지방의제 21 사업은 주로 환경부문을 중심으로 하고 있으나, 앞으로 교통, 소비자, 복지, 문화, 교육 등을 포괄하는 기구로 확대하고 이를 광역자치단체뿐만 아니라 기초자치단체 수준까지 네트워크화하게 되면, 지방정부와 NGO 간의 협력적 파트너십을 통한 지역발전에 기여할 수 있음을 주장하고 있다‘

The paper is to analyze the relationship between NGOs and local government in age of localization. As one of political actors in Korean political system, the influence of NGOs is rapidly increased in policy-making process. In particular, with the development of local autonomy, the power of NGOs has much influenced in policy-making process in local government. Korea is the transitional period prior to the introduction of a new order, so many citizens groups including environmental groups and others, have been organized to articulate for their public goods or interests and actively participated in the policy making process in central level as well as in local level. In local government level, the local agenda 21 which was proposed by United Nations, is the most important thing for the development of local areas. The importance of the partnership was already proposed in World Summit on Sustainable Development, which . held on August 26-3 September, 2002, at Johannesburg, South Africa. This paper emphasizes the development of the productive and cooperative partnership between local government and NGOs in implementing the local agenda 21. This kind of partnership would be new paradigm for development of local areas in 21st century.
