The Effects of High Commitment HRM Practices and the Strategic Roles and Professional Capability of the HR Department on Corporate HR Competency

This study is designed to examine the effectiveness of high commitment HRM practices and the strategic roles and professional capability of the HR department on corporate human resource competency. Multi-source data set collected from 355 Korean companies and 7,007 employees is from the 4th Human Capital Corporate Panel (HCCP) data of Korea Research Institute for Vocational Education and Training (KRIVET). The results showed that human resource competency was directly influenced by high commitment education and training practices and also by the strategic roles and professional capability of the HR department. Furthermore, the strategic roles and professional capability of the HR department showed positive interaction effects with high commitment education and training practices on employees’ competency. Moreover, direct and moderated effects are presented by the bundle effect of high commitment HR practices. This study provides implications regarding how HRM practices and HR departments affect corporate human competency positively.
