It is very important to analysis the factors affecting the occurrence of vacant houses in fishing villages. The purpose of this study is to solve the social problems of vacant houses in fishing villages and to provide the basic data for the research and development of policies to improve the settlement environment and the quality of life of fishing villages. The results of the study were as follows: First, the statistical significance of the analytical model was found to be statistically significant. Second, as the values of the independent variables <Fishing Village Communities> and <Old Housing Ratio> increased, the dependent variable <Empty House Ratio> increased. On the contrary, as the value of <Fishing Boats>, <Extinction Risk Index>, <Financial Independence>, <Return-fishery Populations>, and <Housing Diffusion Rate> increased, the dependent variable <Vacant House Ratio> decreased. Third, in the case of meaningful independent variables, aging of households had a greater impact in the order of <Old Housing Ratio>, <Financial Independence>, <Housing Diffusion Rate>, <Fishing Village Communities>, and <Extinction Risk Index>. The implications of this study are urgently to introduce relevant laws and systems, including effective measures for vacant houses that are neglected in legal and institutional terms, and in terms of utilization, it requires a phased approach and the introduction of various business models.
