‘문화와 경제성장’에 대한 소론 - 실증분석과 이론모형에 대하여

Study on ‘Culture and Economic Growth’ - Empirical Analysis and Theoretical Model

본고는 ‘문화와 경제성장’에 대한 실증연구 기존문헌을 국가문화접근법과 창의산업접근법으로 구분하여 주요 논문의 내용에 대한 문헌 분석을 수행하고, 국가문화접근법의 모형에 따라 최근 데이터 기반의 실증분석을 수행하였다. 또한 문화의 속성을 포함하는 문화경제이론모형을 소개하고 문화활동이 숙련기술자를 선별하는 일종의 사회적 기제로 역할하면서 경제성장을 추동할 수 있는 소위 ‘문화균형’을 제시하였다. 연구 결과는 다음과 같다. 우선 국가문화접근법에 따라 우리나라를 포함한 국가별 통계를 이용하여 수행한 실증분석에서 ‘문화’와 ‘경제적 자유’ 두 변수 모두 경제성장에 긍정적인(+) 영향을 미치는 것으로 파악되었다. 또한 문화의 속성으로 ‘문화는 일종의 기회비용이 발생하는 것이고 일종의 투자활동이고 대부분 생산이나 생산성에 기여하지 않는(unuseful) 여가활동’임에도 불구하고 ‘문화활동으로부터 창의성 제고 및 확산 등을 통해 경제성장이 장기적 관점에서 발생’하는 것으로 이해할 수 있음을 도출하였다. 그리고 Fang(2001)에 따르면 비문화균형보다 문화균형이 더 많은 숙련기술자를 유도하고 경제적 활동이 아닌 문화활동이 경제성장을 견인할 수 있다고 해석할 수 있음을 소개하였다. 향후 좀 더 통계나 연구 인프라가 구축되어 간다면 국가문화접근법과 창의산업접근법 모두 심층적인 실증분석이 진행될 수 있으리라 기대한다.

Bearing the application of cultural economic theories into cultural policies in Korea in mind, this paper excavates foreign articles and papers on the issue of ‘culture and economic growth’ and reports the results of trial empirical analyses for the purpose of future in-depth studies and effective policy planning. In addition, we delve into an economic model in Fang (2001) where the cultural activity, un-useful for economic concerns, may take a role of social mechanisms for screening the skillful workers and for promoting economic growth in the cultural equilibrium. The results are as in the followings. Firstly, based on the empirical results from the country statistics including Korea, both ‘Culture’ and ‘Economic Freedom’ have positive impacts on economic growth. Secondly, culture is a leisure activity, unuseful for production or for productivity, but enhances or diffuses a kind of creativity in increasing an economic growth in the long-term viewpoint. Thirdly, according to Fang(2001), the cultural equilibrium extracts more skillful workers and promotes more economic growth than the noncultural equilibrium in the economic model where the cultural activity is not genuinely an economic activity. This paper suggests the possibility of empirical studies based on a formal economic model with a relevant culture variable by using the country data including Korea, reporting trial empirical results similar to the foreign results in research. The future research needs accumulation of data, elaboration of the culture concepts, and refinements of the economic modeling.
