Factors to Influence Public Compliance with Traffic Law

이 연구의 목적은 시민의 교통법규 준수행위에 영향을 미치는 요인을 분석하고, 시민들이 교통법규를 자발적으로 준수하도록하기 위한 정책적 함의를 제시하는 것이다. 이 연구는 특별시 및 광역시에 거주하는 455명의 시민들을 대상으로 ⑴ 경찰 효과성 인식, ⑵ 절차적 공정성 인식, ⑶ 사회적 정체성 인식, ⑷ 법률 정당성 인식, ⑸ 인구사회학적 요인(성별, 연령, 소득수준)들 중에서 어떤 요인들이 시민의 교통법규 준수행위에 영향을 미치는지를 분석하였다. 4개 항목으로 구성된 경찰 효과성 변수와 독립변수들을 투입한 Step 2는 사회적 정체성(β=.220, p<.001)과 법률 정당성(β=.115, p<.05)이 시민의 교통법규 준수행위에 유의한 영향을 준다는 것을 보여주었고, “경찰은 교통질서를 잘 유지한다”라는 단일 항목의 경찰 효과성 변수와 다른 독립변수들을 투입한 Step 3는 사회적 정체성(β=.220, p<.001), 경찰 효과성(β=.178, p<.001), 법률 정당성(β=.115, p<.05)이 시민의 교통법규 준수행위에 유의한 영향을 준다는 것을 보여주었다. 따라서, 경찰관리자는 시민들로 하여금 교통법규를 준수하도록 하기 위하여 시민들의 사회적 정체성 인식을 강화하고, 경찰 효과성 인식을 증진시키고, 법률 정당성 인식을 높일 필요가 있다.

The main purpose of this study is to investigate the factors to influence the public compliance with traffic law, and to suggest the policy implications to encourage the public to comply with traffic law. Using data collected from a sample of 455 citizens of metropolitan cities in South Korea, this study analyzes which factors have the effects on the public compliance with traffic law. Step 2 demonstrates that perception of social identity(β=.220, p<.001) and perception of legal legitimacy(β =.115, p<.05) have the significant effects on public compliance with traffic law. and Step 3 incorporating a single-item police effectiveness variable demonstrates that perception of social identity(β=.220, p<.001), perception of police effectiveness(β=.178, p<.001), perception of law legitimacy(β=.115, p<.05) have the significant effects on public compliance with traffic law.
