아파트 주소부여 기준 도로구간 선정 문제점 분석 및 개선 방안

A Study on Problems and Solutions of selecting road sections for apartment addressing

도로명주소법 시행령 제8조제1항에 따르면 건물번호는 해당 건물 등의 주된 출입구에 접하고 있는 도로구간의 기초번호를 기준으로 부여·변경하도록 하고 있어 관할청의 주소업무 담당자는 건물 등의 주된 출입구에서 가장 가까운 도로구간과 직교하는 선을 연결선으로 등록한다. 본 연구에서는 가장 인접한 도로로부터 주소가 부여되지 않은 것을 비현실적 주소 부여로 정의하고 도로명주소전자지도DB의 공간 및 속성분석을 실시하여 그 현황을 파악하였다. 실험 대상 지역 총 주소 부여 건수 38,450개 중 아파트단지에 부여된 주소 137건을 대상으로 한 실험결과 총 4건의 비현실적 주소 부여 사례가 존재함을 확인하였다. 이를 개선하기 위해 첫째 비현실적 주소 부여 사례에 대한 검사 도구를 만들어 정기적으로 도로명주소전자지도의 검사를 실시하고, 둘째 시장 등이 직권으로 주소 변경을 할 수 있도록 하는 예외조항을 도로명주소법 시행령 제9조에 추가해야 하며, 셋째 지구단위계획 수립시 주소부여 계획을 포함시켜야 하고, 넷째 연결선을 실제 현황에 맞게 폴리라인 형태로 개선하여 공개할 필요가 있다. 이를 통해 주소체계를 안정적으로 유지할 수 있을 것이고 내비게이션, 지도포털업체 등 주소를 이용하는 모든 산업에 더욱 정확하고 현황과 일치하는 주소정보를 제공하여 산업활성화를 도모할 수 있을 것이다.

In this study, unrealistic addressing is defined as the unaddressed address from the nearest road. In addition, spatial and attribute analysis of road name address digital map DB was conducted to grasp the current status. As a result of the experiment of 137 addresses given to the apartment complex out of the total 38,450 addressed subjects, it was confirmed that there were a total of 4 unrealistic addressing cases. To remedy this, first create an inspection tool for the unrealistic addressing case, periodically inspect the road name address digital map, and secondly enforce an exception that allows the mayor to change the address ex officio. Third, the addressing plan should be included in the third district unit plan, and the fourth connecting line needs to be improved in the form of a polyline to meet the actual situation. Through this, it will be able to maintain a stable address system and promote industry by providing more accurate and current address information to all industries that use the address such as navigation and map portal companies.
