지도제작 표준품셈 현행화 방안 연구

A Study on the Actualization of Digital Mapping Standard Production

본 연구에서는 표준품셈의 측량분야 중 지도제작에서의 대가 산정 분석을 통해 공공기관의 지도제작 용역 원가계산의 현실화 및 개선방안을 모색하였다. 먼저 국내에서 운용중인 예정가격 산정을 위한 표준시장단가 및 표준품셈에 대해 살펴보고 선진 각국에서 사용하고 있는 적산제도와 비교하여 합리적인 적산제도를 기반으로 표준품셈 제정을 위한 시사점을 도출하였다. 또한 실증적 분석을 위해 국토교통부가 지정한 표준품셈 관리기관인 한국건설기술연구원에서 발간한 건설공사 표준품셈(2019년) 제9장 측량 관련 품셈 중 “9-7 지도제작” 표준품셈 세부항목에 대하여 현황 분석을 함으로써 최근 공간정보 분야에 도입되어 운용중인 최신 기술의 적용여부, 작업 공정에 따른 실질적 대가 산정 여부 및 최신 측량 작업규정의 반영 여부를 살펴보고 합리적인 개선사항을 도출하였다.

This study looked into the actualization and improvement plans of digital mapping service cost accounting of public institutes through cost estimation analysis in digital mapping which is a standard of estimate surveying method. First, observations were made of the standard market unit price and standard of estimate for the calculation of estimation costs managed in Korea and comparisons were made with estimation systems being used in various developed countries and implications were drawn for the establishment of a standard of estimate based on a reasonable estimation system. Also, by performing analyses of current situations regarding “9-7 cartography” standard of estimate details of measurement related estimates in Chapter 9 of The Standard of Estimate of Construction Work (2019) published by the standard of estimate management agency KICT(Korea institute of civil engineering and building technology), which is designated by MOLIT(Ministry of Land, Infrastructure and Transport) for empirical analysis, observations were made of the application of new technology recently adopted and managed by the space information field, actual payment calculations according to work processes, and the application of up-to-date measurements and reasonable improvements were deduced.
