제주 지방교육행정기관 재구조화에 대한 이해관계자 인식 분석

Analyzing the Stakeholders’Perceptions of Restructuring the Local Education Offices in Jeju Special Self-governing Province

이 연구의 목적은 제주 지방교육행정기관의 재구조화에 대한 제주도내 교육기관 및 교육행정기관 이해관계자의 인식을 분석하고 지방교육행정기관을 재구조화하는 방안을 모색하는 데 있었다. 이러한 연구목적을 달성하기 위하여 2019년 9월 16일부터 27일까지 학교 교직원, 제주특별자치도교육청 본청과 교육지원청의 직원 950명을 대상으로 설문조사를 실시하였다. 주요 연구 결과는 다음과 같다. 첫째, 제주 지방교육행정기관을 재구조화하는 최우선 방안으로는 개선필요성과 실현가능성 모두 가장 높은‘교육지원청의 기능을 확대하면서 본청의 기능을 축소하는 방안’을 선택하여 변화와 혁신을 추진해 나갈 수 있다. 둘째, 단기적으로 제주 지방교육행정기관은 교육지원청의 기능과 역할을 강화하면서, 장기적으로는 법적 규제 완화를 기반으로‘교육지원청을 폐지하고 학교종합지원센터를 설치해 나가는 방안’을 점진적으로 추진할 수 있다. 이러한 연구결과는 우리나라 지방교육행정기관의 재구조화 방안을 모색하는데 구체적인 시사점을 제시할 것으로 기대된다.

The purpose of this study was to analysis the perceptions of stakeholders who worked in schools or in the local education offices in Jeju Special Self-governing Province [JSSP] on restructuring their local education offices, and to explore the methods of restructuring the offices. To accomplish this goal, the study conducted a survey within a population of 950 from Sept. 16 through Sept. 27 in 2019. The major results were as follows: First, the JSSP education office should implement the method six, which was highly perceived in terms of the necessity for improvement and feasibility in order to change and innovate the local education offices. Second, the JSSP education office should reinforce the roles and functions of the district office of education based on the method two in a short-term plan, but should establish the School Comprehensive Centers by abolishing the district office of education based on the method six on the foundation of legal deregulation in the long haul. The results of the study may suggest implications of restructuring the local education offices in Korea.
