교육과정 총론과 국어과 교육과정의 길항 관계 - 2011 국어과 교육과정 개정에 미친 총론의 영향을 중심으로 -

A Study on Relationship between General Curriculum and Korean Curriculum

본고는 2011 개정 국어과 교육과정의 개정 과정에서 발생한 문제점들을 중심으로, 교육과정 총론이 국어과 교육과정 개정에 미치는 영향력을 탐색하는 데 연구의 목적이 있다. 주지하듯이, 교육과정 총론은 개별 교과 교육과정의 기본 틀을 제시하는 가운데 각 교과 교육과정 간 통일성과 일관성을 부여하는 기능을 한다. 더하여, 국가 수준의 교육과정 개발은 일정한 정도의 정책적 방향성을 공유하여 실제 교과 교육과정을 개정하는 과정에 어느 정도의 강제성을 부여할 수밖에 없다. 본고는 이러한 전제를 인정하면서도 교육과정 총론 차원에서 일종의 지침으로 내려온 다양한 사안들이 실제 국어과 교육과정을 개정하는 과정에 미친 영향을, 부정적 영향을 중심으로 탐색하고자 한다. 특히, 2011 개정 국어과 교육과정은 개정의 요구나 방향성이 대체로 외부적 요인에 의해 결정되었다는 점에서 이러한 영향력이 가시적으로 나타났다. 이러한 영향력을 ‘개정 방식’과 ‘개정 내용’의 두 범주로 구분하여, 전자에서는 ‘개정주기 및 개발 기간, 개정 주체, 현장 적합성 확보 방안’의 문제를 살피고 후자에서는 ‘창의․인성 교육의 강화, 학년군제의 도입, 교육과정 문서 체재의 통일, 교육 내용의 감축, 수능 개편과의 연계’ 문제를 논의하였다. 논의 결과, 2011 국어과 교육과정에 영향을 미친 교육과정 총론은 그 출발 자체에서부터 교과 외적, 나아가 교육 외적 요인이 상당한 영향을 미쳐 전반적으로 개정된 국어과 교육과정이 수많은 비판으로부터 자유로울 수 없게 했음을 확인할 수 있었다.

The primary aim of this paper is to investigate the process and background of the revision of Korean Curriculum in 2011 and to analyze the relationship between General Curriculum and Korean subject Curriculum. Generally, the direction of revision of the Korean Curriculum is decided on a basis of demands both inside and outside the Korean language education. However, in the process of 2011 year-revised Korean Curriculum, external factors including ‘development period’, ‘revision period’, ‘open recruitment’, ‘reduced achievement standards’ and ‘the adoption of grade-cluster’ exert a strong influence on revision than inner aspects and logics in Korean language education. As a result, 2011 year-revised Korean Curriculum can not strike a balance between General Curriculum and Subject Curriculum. Korean Curriculum not only observes such guidelines and schedules which are from the General Curriculum, but itself must establish its own principles and fundamentals to revise Curriculum. In this regard, Korean language education must develop its logic and mechanism to construct the well-rounded Curriculum against external pressure in any time.
