교사평가의 쟁점과 과제

Issues and Tasks in Teacher Evaluation

이 연구에서는 교사평가를 둘러싼 다양한 쟁점들을 논의하고, 그러한 논의를 바탕으로 교사평가의 과제를 제시하고자 하였다. 교사평가의 목적, 대상, 내용, 참여자, 방법 및 절차, 결과 활용 등을 둘러싸고 다양한 쟁점들이 제기되고 있는 것으로 나타났다. 그러한 쟁점들을 고려하여 교사평가의 주요 과제들을 교사평가 체제의 기본 철학 및 신념 확립, 교사평가 체제의 목적 및 구조 재정립, 교사평가 대상의 분화 및 차별화, 교사평가 내용의 재구성, 다면평가의 합리적 정착, 교사평가 과정에서의 교사 권한 및 자기주도성 강화, 평가 방법의 개선, 평가 결과의 공개 및 적절한 활용, 교사평가에 대한 주기적 자료 수집, 교사평가와 관련한 행·재정 지원제체 구축, 교사평가와 학교평가, 장학, 컨설팅 등 여타 질 관리 기제와의 관계 정립, 교사평가에 임하는 학교구성원들의 능동적 자세 확립 등으로 제시하였다. 그러한 과제들이 지향하는 교사평가의 방향을 종합하면 학교구성원 간의 반성적 대화로서의 교사평가라고 할 수 있다.

This study tried to discuss the diverse issues about teacher evaluation and to suggest the tasks of teacher evaluation. Many issues were found concerning purposes, targets, contents, participants, methods and procedures, and uses of teacher evaluation. Based upon the discussion of these issues, the following tasks of teacher evaluation were suggested: rebuilding the philosophy and beliefs concerning teacher evaluation, reshaping the purposes and structure of teacher evaluation, differentiating the evaluatees, reorganizing the teacher evaluation areas, criteria, indicators, settling successfully multilateral teacher evaluation system, empowering teachers in the teacher evaluation process, improving the methods of teacher evaluation, giving more information about the results of teacher evaluation to the evaluatees and making proper use of that results, collecting and analyzing the data about the teacher evaluation periodically(meta-evaluation of the teacher evaluation), establishing the system for supporting the teacher evaluation system administrative1y and financially, reshaping the relationship among teacher evaluation and other quality assurance mechanism such as school evaluation, supervision, consulting or consultation, building positive and active attitudes of the school members toward teacher evaluation. In conclusion, teacher evaluation needs to pursue reflective dialogue among the school community members.
