In this paper, we were trying to prove the background of heavier reliance on private education and the inefficiency of education that the heavier reliance on private education causes. In case that most of students are participating in private education, the effect of private education is reduced, and then the reliance on private education gets heavier and heavier. Accordingly the heavier reliance on private education causes the increase of study hours. Though Korean secondary school students outperformed in the 2006 Programme for International Student Assessment, conducted by OECD, the outstanding academic achievements of Korean secondary school students are mainly by absolutely long study hours. The efficiency or productivity of Korean education, in other words, the academic achievement per study hour is almost at the bottom-level, compared with other countries.
