This paper aims at examining the role and problem of civil defence system after surveying the system of legalization and legislation of operation system of national crisis management in Korea - that is, resources management system preparing for wartime and emergency, integrity defence system preparing for integrity defence emergency, civil defence system preparing for civil defence emergency and crisis management system preparing for disaster.
