탈냉전 이후 초국가적 테러리즘의 확산과 군사적 대응

Proliferation of Transnational Terrorism and Military Responses in the Post-Cold War

냉전 종식 이후 지구촌은 급격한 세계화(globalization)의 흐름 속에 폭력 현상은 줄었지만 정체성에 근거한(identity based) 분쟁의 가능성은 더욱 높아지고 있다. 특히 세계화 과정에서 표출된 종족이나 국가 또는 지역 등 각종 갈등으로 인해 다양한 모습의 테러리즘이 지구상 어디에서나 전개될 가능성은 항상 내재되어 있다. 따라서 본 연구는 국제 정치학적 관점에서 새로운 분쟁양상인 현대 테러리즘 발생의 근본적인 원인과 초국가적 테러리즘의 확산 배경 및 확산 과정에 대하여 규명해 보고자 한다. 그리고 초국가적 테러리즘에 대처하는 방법으로 비군사적 방법과 군사적 대응을 고려할 수 있으나, 본 연구에서는 군사적 대응방안에 대하여 집중 논의하고자 한다.

Following the Cold War era, violence has been reduced while the rapid flow of globalization has made its presence. However, the possibility of identity-based dispute has been on the rise. Conflicts between races, nations, regions and countries throughout the process of globalization could cause various forms of terrorism anywhere in the world. Therefore, this study defines the concept of terrorism, which has risen as a new, complex dispute from the perspective of international political studies, and establishes the fundamental causes of modern terrorism. Besides, while it is necessary to take into consideration both non-military counter-strategies and military counter-strategies in respond to transnational terrorism, this study addresses the importance of military counter-strategy.
