This study attempts to provide policy alternatives for the performance-based crisis management system. Also this study suggests several requirements relating the crisis management strategic planning and performance measurement. Results are as follow. First, this study suggests the general seven basic steps of development in the performance-based crisis management system and several requirements for the crisis management relating the strategic planning and performance measurement. Second, the change of recognition on the acceptability of the performance-based culture has to be emphasized in the crisis management organization. Third, strategic planning approach is important to help set priorities and allocate scarce resources in a changing environment. Forth, this study suggests several requirements for the crisis management information system such as BSC system and beware of the data loss. Fifth, the crisis management organization officer’s or employee’s organization commitment and job satisfaction will be considered with the transformational leadership and trust.
