2007년 12월에 발생하였던 허베이 스피리트호 유류유출 사고는 경제적인 피해 뿐 아니라 지역사회의 신뢰 등에도 영향을 주었으며, 사고들로 인해 다양한 파생적인 이슈들이 발생하였다. 각각의 이슈들은 다양한 주체들이 관련되어 다양한 종류의 정치적 지형을 형성하며 때로는 격렬한 갈등들도 양산해 내었다. 본고에서는 복구단계의 활동들을 단기복구 및 장기복구와 관련한 이슈들을 정리하였다. 단기복구에 있어서는 긴급생계비 지원, 파괴된 시설 및 기능의 복원, 자원봉사, 유해물 제거 등의 이슈들이 있었으며, 긴급생계비 지원과 관련한 이슈들의 갈등이 높았다. 장기복구 분야의 이슈들로는 물적 항구복구, 지역사회 회복, 사고 재발 방지 및 지역발전 등이 있으며, 지역사회 회복과 지역발전에 관한 이슈들이 갈등이 높았다.
The Hebei Spirit Oil Spill Accident affected much not only local economy but also social capital of communities. Many derivative social issues happened from the accidents also. Each issues had related players and sometimes made strong conflicts. This paper treated issues about short term and long term recovery. In short term issues, there are supporting urgent living cost for victims, restoring damaged facilities and functions, voluntarism, and removing hazard materials. Among them, conflict are highest in issues about supporting urgent living cost for victims. In long term recovery, there are issues about physical recovery, restoring social capital of local communities, preventing recurrence of similar accidents, and local economic development. Among them, there are high conflict in restoring social capital of local communities and local economic development.
