최근 기후변화로 인해 전 세계적으로 자연재난의 발생이 급증하고 있으며, 인적재난 및 사회재난도 증가하고 있다. 이에 따라 세계 각국의 재난 예방 및 대응을 위한 선진국의 재해구호활동 및 시스템을 살펴보았다. 특히 중앙집권적인 재난관리 방식의 대표적 국가인 미국과 수많은 지진에 의한 재난을 경험하면서 발전된 지방분권적인 재난관리 방식을 정착한 일본을 중심으로 재해 구호사례를 분석하여 우리나라에 주는 시사점을 도출하였으며, 이를 요약하면 다음과 같다. 첫째, 선진국에서는 재난 발생시 구호에 있어 민·관 공조시스템이 잘 갖추어져 있다. 둘째, 재난 발생시 신속한 피해조사 및 구호물자 전달시스템이 잘 갖추어져 있다는 점이다. 셋째, 미국과 일본은 재난 구호 인력에 대한 전문성이 확보되어 있다. 넷째, 대부분의 외국은 재난현장에서 실제 구호활동을 전개하고 있는 민간단체들이 구호활동 수행을 위한 재원조성 차원에서 자율적으로 모금하여 집행하고 있었다. 다섯째, 재해보험에 적극적으로 가입함으로써 국민 스스로 자신의 재산을 지키기 위해 노력하고 있다는 점이다. 이와 같이 국제적 재해구호활동의 사례 분석에서 시사하는 바를 우리나라에 적용하여 현재 공공부분의 재해수습체계와 민간부분의 구호 및 지원체계를 개선해야할 필요가 있다.
Recently, It is not only the increase of natural disaster over the world due to the climate change, but also human and society disaster. So for the prevention and counterplan of disaster around the world, we have examined the disaster relief activity and disaster system in advanced countries. Especially, we have analyzed the example of disaster relief in USA which is the most representative country using centralist way of disaster management and Japan which is using developed decentralized way disaster management through the disaster experience due to the numerous earthquake. From this analysis, we have derived implication for the improvement of Korean. It is necessary to apply the implication from international disaster relief activity to Korean and improve the current public disaster recovering system and private relief·support system.
