중독복지의 지속가능성 탐색 연구

A Study of the Exploration about the Addiction Welfare’s Sustainability : Implications of the Substance Abuse and Mental Health Service Administration (SAMHSA)

커뮤니티케어가 국가의 중요정책으로 시행되면서 정신건강의 한 갈래로서 중독영역에서도 중독회복자와 회복 당사자를 둘러싼 체계들의 다양한 욕구에 적절한 단발성에 그치는 서비스가 아닌 지속가능한 관점에서 맞춤형 서비스로 제공하는 것이 중요해지고 있다. 본 연구는 미국의 공공 정신건강 서비스와 정책 및 연구 제공을 총괄하는 행정기관인 ‘물질남용 및 정신건강 서비스국(Substance Abuse and Mental Health Service Administration, SAMHSA)’의 운영체계와 5년에 한 번씩 발표되는 운영정책 계획을 살펴보았다. 특히 본 연구의 궁극적인 목적은 SAMHSA의 2014년부터 2019년까지의 주요 정책계획과 2019년부터 2023년까지의 계획을 분석하고 이를 국내의 ‘중독관리통합지원센터’를 중심으로 비교ㆍ분석하여, 국내 정신건강 서비스 및 정책의 현주소를 파악하는 데 있다. 더 나아가 SAMHSA의 조직구성과 정책운영 방향을 바탕으로 하여, 국내 환경에서 앞으로 정신건강 문제에 실질적으로 대입하고 활용하기 위해 보완ㆍ수정되어 고려되어야 할 효과적이고 시기적절한 정신건강 서비스 및 정책 대안을 탐색하고, 보다 적극적인 예방 및 치료, 회복 방안을 제공하기 위한 토대를 모색하여 국내 중독복지가 나아가야 할 방향성에 대한 함의를 제언하였다.

As community care is implemented as an important policy of the Nation, it is important to provide a customized service suitable for various needs of the systems surrounding the addiction recovery and recovery parties in the addiction area as a part of mental health, not just a single-shot service, but from a sustainable perspective. This study is about the emergence of the Substance Abuse and Mental Health Service Administration (SAMHSA), an administrative system that oversees the provision and research of mental health services and policies in the public sector of the United States, and key operational policy plans from 2019 to 2023 are reviewed, and the current status and reality of domestic mental health services and policies are clearly identified and compared with the ongoing mental health services and policies. The ultimate goal is to explore them. Furthermore, based on the organizational structure of SAMHSA and policy operation direction, we discuss alternatives to effective and timely mental health problems that can be practically used in the domestic environment, and Serious Mental Illness (SMI) through improvement of domestic mental health services and policy measures, and Serious Emotional Disturbances (SED) were proposed for more practical and active prevention, treatment and recovery support.
