4차 산업혁명시대의 핵심기술로 급성장하고 있는 드론산업의 편리성 이면에 드론을 악용한 각종 범죄 및 테러가 현대 사회를 위태롭게 만들고 있다. 이미 국·내외의 국가중요시설 및 다중이용시설에서 드론을 활용한 테러 발생의 개연성이 높아지고, 실제 드론테러 발생 위협이 높아짐에 따라 드론 테러에 대응하는 구체적인 방안을 모색하여야 한다. 드론은 비교적 가격이 저렴하고 휴대가 용이하며, 원격조종이 가능하므로 조종자가 노출될 가능성이 낮은 장점으로 인해 최근 테러리스트의 범죄 도구로 활용되고 있다. 이에 본 연구는 최근 국제 테러리스트 단체에 의에 발생한 드론테러 사례를 분석하고, 이를 효율적으로 대응할 수 있는 드론테러 대응체계 및 문제점을 분석하여 시사점을 제시하고자 한다. 본 연구에서 제시한 대응방안을 간략하게 요약하면 다음과 같다. 첫째, 드론 테러에 대한 심각성을 인지하고 구체적인 법제도 정비를 통한 실질적인 정책적 지원이 마련되어야 할 것이다. 둘째, 드론에 의해 현실적으로 초래되는 위협을 확실하게 제거할 수 있는 ‘안티드론(Anti-Drone)’ 기술 개발의 시급성과 지식재산권 선점 등의 노력이 필요하다. 셋째, 국가중요시설 및 공공시설 등 범죄와 테러가 발생할 수 있는 공간에 이를 최소화 할 수 있는 셉테드(CPTED)를 구축하여 테러리스트의 범행기회를 최소화 할 수 있도록 해야 할 것이다.

Behind the convenience of the drone industry, which is growing rapidly as a key technology in the era of the fourth industrial revolution, various crimes and terrorism that exploited drones are jeopardizing modern society. As the probability of a drone-using terrorist attack at national and international critical and multi-use facilities increases, and the threat of a drone attack increases, specific measures should be sought to cope with drone terrorism. The drones have recently been used as a terrorist criminal tool due to their relatively inexpensive, portable and remote-controlled advantages. No country or individual will be safe from terrorism now. This study aims to present implications by analyzing recent drone terror cases in international terrorist groups and analyzing drone terrorism response systems and problems that can respond to them efficiently. A brief summary of the response measures is as follows. First, real policy support should be prepared through the overhaul of the specific legal system, recognizing the seriousness of drone terrorism. Second, efforts such as the urgency of developing anti-drone technology and preempting intellectual property rights should be made to ensure that the threat posed realistically by drones is removed. Third, the government should establish a CPTED (CPTED) to minimize terrorist opportunities in areas where crimes and terrorism can occur, such as national critical facilities and public facilities.
