중⋅몽⋅러 경제회랑 건설의 협력여건 분석

Analyzing the Context and Conditions for Cooperation in the China-Mongolia-Russia Economic Corridor

본 연구는 중⋅몽⋅러 경제회랑의 협력여건을 대상지역 중앙 및 지방정부, 다자간 협의체의 개발계획과 교통물류 협력여건을 중심으로 분석함으로써 우리나라의 진출방안을 모색하는 데 목적을 두고 있다. 먼저 중⋅몽⋅러 경제회랑의 추진현황을 살펴보고 중⋅몽⋅러 경제회랑 건설의 협력여건을 중앙정부간 합의사업, 동북3성의 참여계획 및 다자간 협의체GTI를 중심으로 살펴보고 대상지역의 교통물류 여건을 물류성과지수와 세계경제포럼의 글로벌 경쟁력 지수와 수송인프라 수준을 통해 검토하였다. 다음으로중⋅몽⋅러 경제회랑 건설이 우리나라에 대한 함의를 우리나라 북방정책과의연계, 지역개발 사업에의 참여, 그리고 제도적⋅기술적 통합에 대한 기여 측면에서 고찰하였다. 마지막으로 향후 중⋅몽⋅러 경제회랑 건설의 방향을 전망하고 정책적 시사점을 제시하였다.

This article discusses the context and conditions for cooperation in the China-Mongolia-Russia Economic Corridor by a close examination of development plans or consultation projects by the central government, local government of the northern area of China and the Greater Tumen Initiative. Firstly, this article looks at the current status of China-Mongolia-Russia Economic Corridor and then reviews the consultation projects among three countries, plans of three northeastern provinces such as Jilin, Liaoning and Heilongjiang, and GTI transportation plans. Secondly, it analyzes transportation logistics conditions through LPI of Wold Bank and Infrastructure index of WEF. Thirdly, this article discusses ways and means for Korea to engage in the construction of the China-Mongolia-Russia Economic Corridor via its Northern Area Policy, to participate in regional development projects, and to make contributions to the trans-border institutional and technological integrations. Finally, this article provides the prospect of China-Mongolia-Russia Economic Corridor and policy implications for the Korean Government.
