중국의 지역 간 노동생산성 격차와 인적자본의 역할

The Role of the Regional Human Capital Disparities in the Labour Productivity in China

이 논문은 교육연한법, 투자법, 소득법 등을 사용하여 1990년대 중반이후 중국의 성별 인적자본을 측정하고 인적자본이 노동생산성 격차에 미치는 영향을분석하였다. 분석결과 인적자본의 지역 간 격차가 크고 그 격차가 고착되거나확대되고 있는 것으로 나타났다. 또한 인적자본은 중국의 지역 간 노동생산성및 1인당 소득 격차에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 현재 중국이 당면한 주요과제 중 하나는 소득불평등 문제에 어떻게 대처하는가이다. 중국의 소득불평등은 계층 간, 도·농 간, 국유기업 (대기업)과 민간기업(중소기업) 간, 산업 간, 지역 간 격차 등 다양한 형태로 나타나고 있다. 이 논문의 분석결과에 따르면 중국의 지역 간 인적자본 격차가 지역 간 노동생산성과 소득 격차에 중요한 영향을 미치는 것으로 나타나고 있다. 따라서 향후 중국이 지역 간 소득격차를 완화하기 위해서는 노동생산성의 지역 간 격차 완화가 필요하고, 노동생산성의 지역 간 격차를 감소시키기 위해서는 인적자본의지역 간 격차를 완화할 필요가 있다. 인적자본의 지역 간 격차 완화를 위해서는 교육 수준 등 인적자본의 차이를 가져오는 요인에 대해 보다 면밀한 분석이 필요하다.

This paper tries to estimate the provincial human capital in China in various ways and examine the role of the human capital in explaining the regional productivity in China. We use the years of schooling-based approach, investment costs-based approach, and income-based approach to estimate the human capital in China. We use the fixed-effects model to investigate the role of regional human capital disparities in the labour productivity in China. We find that the regional human capital differences between the interior and the coast region in China are large and it was not decreased, instead it was increased or not changed. We also find that the regional human capital differences played a statistically crucial role in explaining the regional labour productivity and income gaps. The findings of the paper imply that the Chinese government needs to decrease the regional human capital differences in order to decrease the regional income disparity, which is one of the important issues challenging the Chinese government.
