Research on Regional Differences in Chinese Urban Employee Basic Pension Revenues

인구 노령화에 따라 중국이 직면하는 사회보장문제가 점차 심각해지고 있다. 최근 중국 양로보험(대한민국의 국민연금에 해당됨) 개인계좌(individual account)의 공계좌(空帐: empty account) 현상은 심각한 사회보장 문제의 대표적인 예이다. 이는 양로보험 중의 사회계획계좌(social pooling account)안에 있는자금이 부족해짐에 따라 개인계좌의 자금을 유용했기 때문이다. 공계좌 문제는중국 양로보험 수지의 심각한 불균형을 보여주는데 양로보험 시스템 내의 자금이 부족해지면 나중에 퇴직할 근로자들이 연금을 받을 수 없는 위험이 커진다. 중국의 노령화 문제가 심각해짐에 따라 사회 안정을 위해 중국의 연금제도 개혁이 시급하다. 본 연구는 지역 간 차이 및 지리적 위치가 양로보험 수입에 미치는 영향을감안하여 모란지수(Moran’s Index)를 이용해서 각 성간에 양로보험의 공간적 의존도와 공간적 차이성이 존재하는지의 여부를 분석했다. 또한 지역 간 양로보험 수입의 공간적 상호 작용을 확인하기 위해 공간오차모델(SEM), 공간자회귀모델(SAR), 공간자상관모델(SAC)을 분석했다. 공간 계량 분석 결과, ρ의 계수가정으로 나왔는데 이는 양로보험 수입에 있어 지역 간에 정의 외부효과가 있음을 의미한다.

Because the aging population problem is becoming more serious, China faces a critical problem related to social security. The Chinese pension system depends too much on the basic pension, which puts great pressure on the Chinese government to finance the basic pension. Specifically, individual accounts are at serious risk of becoming empty accounts. Differences in the economic development among Chinese provinces are a primary reason for differences in provincial pensions. Therefore, studying the characteristics and evolution of the spatial distribution of basic pensions can provide an important reference value to promote the social security of China and may suggest a positive response for problems related to an aging population. From the perspective of a pension as a public product, this study analyzes local government revenues, debt level, pension payment rates, wage replacement rates and dependency rates. The econometric model is based on an analysis of panel data from 2001 - 2013. Using the Global Moran’s I and Local Moran’s I tests, this study demonstrates that spatial dependence and spatial differences exist for the basic pension among provinces. To confirm these spatial interactions in pensions among provinces, this research adopts the Spatial Error Model, the Spatial Autoregressive Model and the Spatial Autocorrelation Model to analyze and determine that a positive external effect exists among provincial pensions. If the pension revenues of one region increase, then the pension revenues of a neighboring province may increase accordingly.
