A Study on the Social Finance in Jeju

Purpose: The system of financial institutions and funds that can support Jeju s social and economic enterprises is in poor condition. In addition, the government of the Moon Jae-in has introduced various policies on social finance through the joint ministry of the government, but Jeju s social and economic enterprises are not able to respond promptly to the flow of financial policies. Therefore, this study aimed to find out the policy demands of Jeju s social economy-related funds and Jeju s social financial system by identifying the financial status, current situation, and difficulties of social economy companies in Jeju. Research design, data, and methodology: Along with a survey of Jeju s social and economic organizations, we wanted to find out the current status of the operation of the social and economic organization loan and guarantee programs through a visit to major policy and financial suppliers.Through surveys of Jeju s social and economic organizations and interviews with major policy and financial institutions, more than 50 middle and senior executives related to finance and finance, such as certified social enterprises and social cooperatives located in Jeju Island, were surveyed. It was distributed and collected from September 2018 to October 2018 as a direct survey interview and online survey method. Results: As a result of demand analysis, respondents recognized that the external financing environment improved compared to the previous year, but the social and economic organizations in Jeju do not understand the characteristics of the social economic organization or the conventional practices of existing financial institutions. It was confirmed that the work behavior still felt physical and psychological disorders and difficulties. Conclusions: These results identified the policy demands of Jeju s social economy-related funds and Jeju s social finance system and suggested alternatives. The related ordinances need to be enacted, and it is necessary to establish friendly financial support for social and economic organizations and a financial support system for each stage of growth of social enterprises. In addition, it is necessary to introduce a credit evaluation system that reflects the social value of the funding method, various loan repayment systems, and social economic organizations, and to foster Jeju-style social financial intermediaries
