A Study on The Issues and Substance of The Framework ordinance on human rights Improvement

The purpose of this Study is searching the progress and contents of The Framework ordinance on human rights of Gwangju Metropolitan City that is one of the movements, trying to respect and practice the ordinance value within reflecting the character of the locality. We can find several things through considering The Frame work ordinance on human rights of Gwangju Metropolitan City. First of all, it needs a movement of the unstructured making ordinance in a local administrative organ including academic world and civil society. Through progress making ordinance, the civil participation will be formed and the power of development will be guaranteed. Second, we should make the basic direction of ordinance’s contents. Basic direction must reflect the character of a locality for confirming the vision and goal of the locality, and efficiency and principle should harmony in ordinance’s contents. Third, to spread understanding about the original function of ordinance should be ahead of everything. Namely, it must share the meaning that constitutional human rights will be realized when protection’s spirit and purpose of the human rights of superior law reflect in home rule law.
